INSPIRE IMPLEMENTATION IN CYPRUS Ministry of the Interior Department of Lands & Surveys INSPIRE IMPLEMENTATION IN CYPRUS National Law 43(I)/2010 came into force in 2010 for the purpose of harmonization with Directive 2007/2/EC of the European Parliament and of the Council of 14 March 2007, establishing an Infrastructure for Spatial Information in the European Community (INSPIRE)» The Department of Lands and Surveys, the Department of Information Technology Services and the Department of Environment, have undertaken the leading role in organizing and implementing the directive, through the actions of INSPIRE Management Team in which they participate. Specifically, the Ministry of Interior of the Republic of Cyprus, based on Law N.43(I)/2010, has undertaken the leading coordinating role in implementing the INSPIRE Directive in Cyprus and is chairing the INSPIRE Management Board.

Ministry of the Interior Department of Lands & Surveys IT WAS DECIDED THAT INSPIRE GEOPORTAL WOULD BE A PART OF THE NEWLY DESIGNED DLS PORTAL ONE OF THE 4 MAIN PILLARS

Main Stakeholders Ministry of the Interior Department of Lands & Surveys Main Stakeholders Ministry of Interior Department of Lands and Surveys Department of Town Planning and Housing Game and Fauna Service Ministry of Finance Statistical Service Ministry of Agriculture, Rural Development and Environment Department of Environment Water Development Department Department of Forests Department of Meteorology The Mines Service Geological Survey Department Ministry of Justice and Public Order Cyprus Police, The Office of Statistics and Analysis Ministry of Transport, Communications and Works Public Works Department Water Boards Sewerage Boards Sewerage Board of Limassol-Amathus Other Organizations Electricity Authority of Cyprus Telecommunications Authority

STEPS FOLLOWED: Ministry of the Interior Department of Lands & Surveys CONTACTED THE STAKEHOLDERS & COLLECTED RELEVANT DATA SET UP MEETINGS WITH THEM IN ORDER TO ANALYSE THE DATA PROBLEMS FACED : LACK OF KNOWLEDGE IN TERMS OF THE DIRECTIVE LACK OF KNOWLEDGE IN TERMS OF OBLIGATIONS TOWARDS THE DIRECTIVE LACK OF INFRASTRUCTURE / in some cases we produced the spatial data for them (data in tabular form….) SOME GEOSPATIAL DATA OF BAD QUALITY LACK OF GIS EXPERTISE

DESIGN PHASE Ministry of the Interior Department of Lands & Surveys TIME CONSUMING DIFFICULT INTERPRETATION OF THE SPECIFICATIONS DATA NOT MATCHING DETAILED ANALYSIS OF DATA – FIELD MAPPING WAS PERFORMED UNDER THE PUBLIC PROCUREMENT SYSTEM, DLS WAS SUPERVISING

Very helpful!

INSPIRE IMPLEMENTATION IN CYPRUS Ministry of the Interior Department of Lands & Surveys INSPIRE IMPLEMENTATION IN CYPRUS DLS PORTAL ALSO PROVIDES SERVICES

Priority datasets under inspire MIG KICK OFF POINT: Ministry of the Interior Department of Lands & Surveys Priority datasets under inspire MIG KICK OFF POINT: An excel sheet containing all the data that was recognized and classified under the INSPIRE priority list was sent to competent authorities in order to identify their datasets They had to provide information regarding: Who is the responsible stakeholder If the data was part of the existent implementation Existence of metadata records Existence of services (view and download) UNFORTUNATELY POOR RESPONSE AND IMPLEMENTATION

INSPIRE…..CONCERNS.…THOUGHTS Ministry of the Interior Department of Lands & Surveys INSPIRE…..CONCERNS.…THOUGHTS TOO COMPLICATED Complex technical guidelines A lot of attributes/not easy to be mapped Need to put more pressure to stakeholders/take responsibility/they should provide the INSPIRE GEOPORTALl with updated data through services In case of data update and if the data schema has changed new ETL tools need to be created IN TERMS of existing IMPLEMENTATION: Some services are not stable MISSING ATTRIBUTES. Basically only geometry is available-Users complain Differences when consuming the services using ArcMap or QGIS. THEREFORE people are required to RE-routed to national services, if the data are available BETTER COORDINATION ON A NATIONAL LEVEL
