A publisher as another engine of an Academic / Scientific Institution: HR for ‘peer review’ How many reviewers are available in general and what kind of relation they have with the institution. What kind of agreement can be made with the referee. Ex. an agreement for reading 3 articles/chapters per/year. Which fields have more demand of expertise – foreknowledge for necessary specialists. Should one create a referee’s bank? How can one reward referee’s commitment and dedication besides paying for her/his dedication? Should referees take training? How can one integrate these procedures in the general affairs of the institution
