CCP Operating Procedures Update CCP Operating Procedures update was approved by State Board on Oct. 30, 2015. Policies included in the update are effective immediately. Program of study updates for CTE pathways are effective for POS submitted for Spring 2016. 7/19/2019

Eligibility The statement "meet the pre-requisite for the pathway" was removed from the CTE eligibility section and replaced with the following statement: “Have received career pathway information outlining program requirements for completion of the certificate or diploma.” 7/19/2019

Eligibility continued This statement supports the SACS requirement to make program requirements available to students. To meet audit requirements for this update, colleges will share the CCP pathway options that students have access to on your website and/or other materials that your college publishes to communicate pathway options to students. 7/19/2019

CTE 9th and 10th Grade Updates Math I EOC score updated to reflect DPI update (3, 4, or 5) Clarification added for students without Explore and/or Math I scores: For students who do not have an Explore score or Math I score (example: home school students, students from a private school, or students who moved to NC from another state) - The college shall establish a local policy that details which alternative assessment score will be used in place of Explore or Math I. 7/19/2019

CTE 9th and 10th Grade Updates continued Section A lists the approved assessments/scores that the college can select from for alternative scores for reading, English and math for students who do not have an Explore score and/or Math I. The assessment that is chosen locally should be documented and used consistently for only those students without the Explore and/or Math I.  **ASPIRE is not included in this update but will be added at a later time. 7/19/2019

CTE 9th and 10th Grade Updates continued Pathway Opportunity Expansion In the past, eligible high school freshmen and sophomores have been allowed to enroll in engineering and industrial Career Technical Education (CTE) pathways. They are now allowed to enroll in engineering, industrial, agriculture and natural resources and transportation. (Session Law 2015-241) 7/19/2019

Program of Study continued No course pick lists in any CTE program of study (including local certificates submitted as CTE programs of study). Local certificates submitted as CTE programs of study must include a statement that verifies the courses are listed in the college's catalog for a traditional certificate. See below… Local certificates or diplomas submitted as CTE certificate pathways must include the following college comment: Courses included in this CTE program of study are offered in the college’s traditional, local certificate as listed in the college catalog. **Effective for programs of study submitted Spring 2016. 7/19/2019

Graduation A section has been added on page 14-6 to clarify the graduation eligibility. College Transfer Pathway - A student may complete the AA/AS pathway and then continue towards completion of the AA/AS. The AA/AS may not be awarded prior to high school graduation verification. Career and Technical Education Pathway- A student may be awarded a certificate or diploma prior to high school graduation. A student may complete the CTE certificate or diploma and then continue towards completion of the AAS. The AAS may not be awarded prior to high school graduation verification. 7/19/2019

Graduation continued Cooperative Innovative High School Programs - A student may be awarded a certificate or diploma prior to high school graduation. The AA/AS/AAS may not be awarded prior to high school graduation verification. High school students participating in Career & College Promise may not delay high school graduation in order to continue participation in the CCP program. 7/19/2019

CTE Eligibility Added clarification for CTE students and course pre-requisites: A CTE student is not required to demonstrate college readiness on an assessment or placement test to be eligible for the program. 7/19/2019

CTE Eligibility continued However, some required courses within the program may have developmental course pre-requites requirements which must be met when this is the case through the demonstration of college readiness on an approved assessment or placement test (See Attachment A). Students are encouraged to complete college readiness assessments prior to entry to the program. CCP students may not enroll in developmental courses. 7/19/2019

CTE Eligibility continued A student who completes the CTE certificate or diploma may continue in the same AAS as long as they are still eligible for CCP. In order to continue, the program code should be changed to reflect the AAS. The student type will remain CCPP and their student code will remain CTE. Colleges are responsible for adhering to external agency guidelines that may restrict CCP students from enrolling in specific programs. 7/19/2019

Tuition and Fees Sections have been added to clarify tuition and fees (page 14-11) Courses are tuition-waived except courses offered on a self-supporting basis. (This includes courses offered in the summer.) Textbooks are a student’s responsibility, however there may be local provisions for them. A student’s high school, the school district, or another local organization may cover these costs. Students should check with their principal or counselor to verify how these costs are paid. 7/19/2019

Tuition and Fees continued Student fees (e.g., technology fees and insurance fees) are not waived for Career and College Promise students. However, local school districts and community colleges should work together to determine whether and how student fees will be paid for CCP participants. 7/19/2019

Tuition and Fees continued Transportation funding is not available for Career and College Promise students who are enrolled in transfer pathway and/or a Career and Technical Education pathway. Cooperative Innovative High Schools (including early college high schools, middle college high schools, and other CIHS models) receive transportation funds as part of a larger funding allotment at each district. 7/19/2019

Instructional Service Agreements (ISA) Sections have been added to clarify requirements for Instructional Service Agreements (page 14-12). Colleges who serve groups of CCP students outside of their assigned service area should have a Level-One Instructional Service Agreement with the college assigned to that service area. 7/19/2019

Instructional Service Agreements (ISA) continued Level-One agreements should be utilized when a college is requesting permission to deliver curriculum course(s), a curriculum program courses into another college's service area. These agreements do not involve the sharing of resources or FTE. This level of agreement does not have to be approved or kept on file by the System Office, however, it must be kept on file at participating colleges for audit purposes. 7/19/2019

Student Coding Colleges are required to enter the Student Type (CCPP). Recoding CCP Students After High School Graduation Students should be properly recoded when they a) complete a pathway or b) graduate from high school. When Career and College Promise students graduate from traditional high school and continue into college programs of study, it is important to end their Student Type, Pathway Type, and Program of Study in Colleague. 7/19/2019

Student Coding continued These modifications are essential to ensure that ineligible students do not receive tuition waivers and that students are correctly coded for evaluation purposes. Additional language was added to cover the steps and clarify the process of coding students out of the program. NCCCS has been working on CCP data validation and may contact some of you for input to improve the process of coding CCP students. CCP and Performance Measures CCP students are now included in the proposed 2016 Performance Measures for two of the measures: First Year Progression and Curriculum Completion   First Year Progression – Percentage of first-time fall credential-seeking students attempting at least twelve hours within their first academic year who successfully complete (“P”, “C” or better) at least twelve of those hours Curriculum Completion – Percentage of first-time fall credential-seeking students who graduate, transfer, or are still enrolled with 36 hours after six years. CCP CTE students are not part of the Curriculum Math and Curriculum English Completion Measures.  However, Transfer Pathway students and CIHS students are included. 7/19/2019

CCP Online Application Pilot Project A small group of colleges are participating in a pilot project to examine the creation of a separate online application for CCP through CFNC. The pilot project timeline has shifted since original discussions. Initial webinars are occurring in Fall 2015 with work to begin in Spring 2016 7/19/2019

Additional Math Courses in the Transfer Pathway A statement was added to the AA and AS transfer pathways to allow students to enroll in additional math courses. Information for direct placement into MAT 271 Calculus I was also added (pages 14-17, 14-19) 7/19/2019

CIHS Application Process Update 38 letters of intent were submitted in April 2015. Of the 38 who expressed interest in applying, 19 CIHS applications were submitted by the September 15, 2015 deadline. The Joint Advisory Committee (JAC) is currently completing the review of applications and will present recommended applications to State Board in early 2016. Approved programs will open in the Fall of 2016. 7/19/2019

CIHS Application Process Update continued Timeline for 2016-2017 applications will be released soon. DPI, NCCCS, and UNCGA are working now to develop a more structured approach for technical assistance for the next application cycle. Colleges considering an application for the next cycle should contact Lisa Eads at NCCCS or Sneha Shah Contrane at DPI for more information. 7/19/2019
