But there are also a large number of smaller [local and project based] GIS initiatives going on. 1 1

What is the IGIC Data Sharing Committee Mission: Identify and prioritize options for data sharing in Indiana Long Term Goals: Develop a data sharing implementation plan 2 2

Other Goals 1. Address policy issues and partnership agreements regarding data access and distribution. 2. Support the development and evolution of new data standards, models and methods to support data sharing and stewardship efforts across Indiana. 3. Address geospatial data security and data exchange issues. 4. Draft IGIC’s biennial Data Integration Plan published for the State Geographic Information Officer. 3 3

What’s Been Done Historically 2008 2009 2012 2013 2015 2016 Statewide Data Integration Plan Discussion of pros and cons of data sharing Agreement with the State of Indiana Reasons to share Reasons not to share Data sharing issues   A need to document new court cases covering copyright; How local data may become unnecessary if Google Earth and Microsoft pursue their own avenues for obtaining local data and including this information on their webmaps; The importance of data sharing driving economic development; The necessity of providing examples of stories where local GIS data plays a role in solving issues affecting diverse sectors; The importance of not overlooking the funding of continual maintenance of requested local GIS data. Reasons for not sharing data Cost recovery issues/perceived loss of revenue. Legal concerns regarding liability with regards to the Access to Public Records Act (APRA). Is GIS data in the public domain and/or considered copyrightable? Based upon interpretation of ARPA, county attorneys advise County Commissioners of their rights to data ownership and their ability to sell the data. Interpretation of APRA leaves questions open regarding liability (e.g. if it is not public domain, then the commissioners have a responsibility to protect it). The strong sense of “ownership” of data presents challenges (e.g., power to make decisions about it). Sharing is complex regarding how and why data is exchanged—an example of this is seen with emergency management and local to local data sharing. The real issue: Local governments need (or expect) support to cover cost of providing data (e.g., time and materials). Under APRA, it is legitimate for a governmental agency to recoup costs—for time and materials—for providing access to information.

State GIS Officer: duties. Approve and maintain data exchange agreements to which the state data center or a state agency is a party to increase the amount and quality of GIS data and framework data available to the state.

What’s Been Done Historically 2008 2009 2012 2013 2015 2016 Discussion on IC 36-1-8.5-2 Restricted Addresses Indiana Code changing language from “May” to “Shall.” Prevents disclosure of a person’s home address displayed on a public property data base web site for the following covered persons— judge, law enforcement officer, victim of domestic violence and a public official. Provides ability for a unit to charge a covered person a reasonable fee to make a written request.

What’s Been Done Historically 2008 2009 2012 2013 2015 2016 Draft version of the 2016 IndianaMap County Data Sharing Initiative— Fact Sheet of Attribute Request Review of House Bill 1273, requesting… “…the geographic information system characteristic of each parcel…” 3. Support State GIO’s round 2 of the State Data Sharing Document provides for new attribute fields requested for Address Points, Road Centerlines, Parcels and Geographic Boundaries. This updated initiative adds attribute fields that were missing in the original agreement and that support both geocoding and routing, next-gen 911, data requested by HB 1273, and the National Address Dataset. The law doesn’t specify much detail about what is required other than data is requested by DLGF and the State GIO….”the geographic information system characteristic of each parcel…” Original 2012 agreement has expired and the new agreement will be tied to receiving the updated 2016-18 State Orthophotography data instead of receiving monetary compensation.

Data Sharing Committee Goals Today Continued support of the IGIC Data Integration Plan Continue development of the UOI (Utility of Investment) Help promote the availability, quality, currency and use of Authoritative IndianaMap Data. Support the GIO's current data sharing & harvest efforts.

Enhanced County Data Sharing Initiative Adding Value to County Data Sharing Initiative Adding attributes to harvested centerline, point address, and parcel layers to support statewide geoprocessing, geocoding and routing applications [INDOT, NG9-1-1, ISP, US Census & more] Quality Reporting of harvested data back to the Counties [with attribute additions and changes] . IGIC Responsibilities As per Indiana Code 4-23-7.3 (passed in 2007), IGIC is responsible for: Coordinating with the Indiana Geographic Information Officer Recommending the state's GIS data standards for adoption Recommending a statewide data integration plan for adoption Establishing the Indiana Board on Geographic Names IGIC has responsibilities specifically defined in the IndianaMap law. To meet those responsibilities, IGIC has an IndianaMap committee with Framework Workgroups, a Data integration Workgroup, and the Board on Geographic Names. As framework workgroups organize, a consistent process is followed to assure proper planning. Building the framework requires thorough planning to assure the best possible outcome. The framework process includes identifying the current status and identifying gaps; business planning; and identifying funding and responsible data stewards for long-term maintenance. It can be a long process and requires much stakeholder involvement. 20 20

WE UNDERSTAND THAT NO SINGLE ORGANIZATION HAS THE RESOURCES TO FUND THESE STATEWIDE PROJECTS, SO PARTNERSHIPS ARE CRITICAL TO THEIR SUCCESS. CREDIT FOR THESE ACCOMPLISMENTS GOES TO EACH ONE OF US, and to our strong… LOCAL <–> STATE <–> FEDERAL PARTNERSHIPS So WHY is Indiana often leading the pack? Because WE GET IT! What do I mean by that?
