Factors that influence CHIETA’s performance Allocated discretionary grant funds spent in a financial year (01 April 2014 – 31 March 2015). 95% of the allocated funds MUST be disbursed. Evidence of learner entry and learner completion in a financial year (01 April 2014 – 31 March 2015). Required documents MUST be submitted to CHIETA within the specified timeframe. Strict DG project management (DG recipient) as per Grant Regulations.

DG contract management risks Failure to have sufficiently skilled resources to effectively manage the contracts. Lack of stakeholder commitment. Lack of recognition of the importance of contract management. Failure to act on stakeholder underperformance. Failure to provide deliverables on time (for SQMR capturing) and according to standard. Failure to adhere to budget. Failure to comply with all contract provisions eg. record keeping. Fraud conducted by the contractor. Contract changes not captured by IT Aware system. Changes in circumstances not managed timeously. Stakeholders not kept informed about contract performance. Differing or conflicting stakeholder expectations.

Extensions of 9 Companies until Dec 2014. This equates to an outstanding commitment of R1 538 200.
