1. Goals of GFCS and the NFCS At global, regional, national level : optimize the management of risks related to climate variability and climate change; promote adaptation to climate change; produce scientifically-based climate information and forecasts; take into account climate information in planning, policy development and implementation processes at all levels. Secteurs Prioritaires The main goal of the FRAMEWORK is to ‘enable better management of the risks of climate variability and change and adaptation to climate change, through the development and incorporation of science-based climate information and prediction into planning, policy and practice on the global, regional and national scale’. This was the message given by the international community at the WCC 3 in 2009 and what the FRAMEWORK intends to do, is to finally close the gap between those that need to know the climate and those that have such knowledge, thus empowering in particular the vulnerable.

At national level, the GFCS becomes NFCS. The NFCS mission’s are: Ensure effective coordination of all actors involved in providing, communicating and using on a large scale climate information and other services relevant to climate change adaptation. Role of SODEXAM / NMS Develop and disseminate to users a set of historical, real-time and prospective information products related to climate variability and change and their impacts; Offer assistance to help users to interpret the information provided and determine a number of appropriate decision options; Establish an open dialogue aimed at constantly seeking ways to improve the services offered.

2. Implementation processus of the NFCS in Cote d’Ivoire 20-21 july 2016 in Grand-Bassam, national consultation workshop for the implementation of the GFCS en CNSC de Cote d’Ivoire: - Collection of the needs of 5 priority sectors: Agriculture et food security; Health, Water ressources; Energy, Disaster risk reduction; - National actions plans 2016-2020 of Côte d’Ivoire is written;

Thursday 13 April 2017, Workshop to validate the actions plan and launch the NFCS of Cote d’Ivoire by the Minister of Transports;

3. User Sectors and communauties- projects from the NFCS 3.1. Green Climate Fund: “Link the knownledge on climat to the action in the Sahel” Common regional program with 7 countries in Africa; Submission of the concept note in december 2016 to the Green Climate Fund by World O\Meteorological Organization (WMO); Thursday 24 August 2017, workshop to validate the national component of the program “Link the knownledge on climat to the action in the Sahel”. Focus on 3 sectors: Agriculture et food security; Health, Disaster risk reduction.

3.2. Project climate/Energy December 12, 2017: Workshop on climate services adapted to the energy sector in Cote d’Ivoire; The workshop was organized by SODEXAM in collaboration with IRD; The objectif of this workshop was to make invantory of the knowledge and needs of stakeholders in climate information according to the National Framework of Climate Services (NFCS).

3.3. Project: “Integrating flood and drought management and early warning for climate change adaptation in the Volta Basin” Regional programme: Benin, Burkina Faso, Côte d’Ivoire, Ghana, Mali and Togo; Focal Area: Disaster risk reduction and early warning systems; Implementing Entity: WMO; Executing Entities: World Meteorological Organization Global Water Partnership West Africa (GWP-WAF) Volta Basin Authority (VBA) Amount of Financing Requested: 7 920 000 USD; Duration of the project: 4 years.

3.4. Project already submited to the African Development Bank (AfDB): Energy sector Title: Climate services to optimize the production of hydroelectric power against the effects of climate change in Côte d'Ivoire; Duration of the project: 3 years; Budget: 1 000 000 $US; 3.5. Project to be submited to FEM 7: Agriculture and food security sector Title: Resilience of the communities to the impacts of climate change in the agriculture and food security sector; Budget: 15 000 000 000 $US;

3.7 Projects in the future for NFCS 3.6. Projet VIGICLIM Project to be funded by France Development Agency for the enhancement of infrastructure and human capacity development of National Meteorological Service of Cote d’Ivoire. Duration :3 years Budget: 28 000 000 Euros 3.7 Projects in the future for NFCS Climate/Health Implementation of Experts team on climate/health to develop services and issue the climate/health bulletin (Miningitis, cholera); MoU signed between Met Service and Ministry of Health Climate / Water resources undergoing

4. Steps assessment of the implementation of NFCS in Cote d’Ivoire 1st mission of assessment Meeting with Experts from University of Arizona (USA), and 1 local representative of the 3 sectors (Energy, Health, Disaters risks reduction) in Abidjan, 23 June 2017 Goal = to assess mi-term of the NFCS process. 2nd mission of assessment Survey conducts by USAID throught AGRHYMET Regional Center, from 5 to 8 February 2018 in Abidjan All the NMS staff was involded in this survey. Goal = to determine the strenghthen and weakness of the National Met Service (NMS). 3rd mission of assessment By video conference and call phone, by Experts from GFCS (OMM) between Geneva and Abidjan, 5 February 2019. Goal = to get Cote d'Ivoire experience in term of implementation his NFCS
