Application Process and Eligibility
Application Checklist LAFIL Ensure learners have their LAFIL prior to applying. SLC require details from this (UKPRN, LARN), EU learners are exempt from providing a NINO ID Does the learner have a valid passport? If not, they can supply a birth/adoption certificate with accompanying Application Declaration of Identity Form (ADIF) Residency Learners from outside the EU may need to provide additional supporting evidence, including evidence of settled status or proof of immigration status (EU learners must demonstrate 3 years residency in EEA/Switzerland) Previous Study Encourage discussion around Previous Study. It is the responsibility of the provider to ascertain if the learner is eligible for a grant if they are applying for the first Level 3 Declaration Has the learner signed their declaration form? Have they made a note of their account log-in details? Learners can manage their account online and amend many aspects of their applications via the Change of Circumstances function
Eligibility The minimum loan amount a learner can borrow is £300 The maximum loan amount a learner can borrow will be either: The fee charged by the Learning Provider or, The maximum amount set for the Learning Aim, whichever is lowest A Learning Aim must run for a duration of at least two weeks in order to attract funding via an Advanced Learner Loan An Advanced Learner Loan can be paid up to a maximum period of time depending on the Learning Aim A programme of A levels (AS or A Levels) – two years for each A Level or AS An Access to HE Diploma – two years General and technical qualification at Levels 3, 4, 5 and 6 – maximum period of three years
Learners must satisfy certain criteria in order to be eligible for an Advanced Learner Loan: Study an approved learning aim at an approved Learning Provider in England Be aged 19 or over on the first day of their learning aim Not have exceeded the maximum amount of Advanced Learner Loans available Meet the required residency criteria to be eligible as; A UK ‘home’ Learner An EU Learner (Inc EEA Migrant Worker etc) A RoW Learner (Inc Indefinite Leave, Refugee etc)Learners must be resident in UK on the first day of the learning aim UK nationals must be resident in UK for 3 years prior to the start of their learning aim Learners who live in the rest of the UK can apply as long as they study at an approved Learning Provider in England EU nationals must be resident in EEA for 3 years prior to the start of their learning aim Rest of the World nationals must demonstrate ‘settled status’ with no limitation or restriction on the length of stay in UK Learner Eligibility
Courses starting from 1 August 2016 Learners can normally apply for up to 4 loans and they can get more than one at the same time They can apply for another loan to take the same level of a course, for example the same level qualification in History if they’ve already had a loan for the same level in Maths The student can only apply once for an Access to Higher Education course Courses starting from 1 August 2016 The learner can apply for up to 4 loans but they can only get one loan at a time. They would have to be over the age of 24 and studying level 3, 4, Access to HE or A Levels The learner can’t apply for another loan to take the same level of a course, for example the same level qualification in French if they’ve already had a loan for the same level in Italian Courses starting before 1 August 2016 Learner Eligibility

Advanced Learner Loans and Repayment
ALL Repayment – Key Facts Repayment There are a few essential messages learners should understand about their loan and future repayments: Advanced Learner Loans are not subject to credit checks The loan will not appear on a credit files – however some lenders may ask about loans for large value applications (e.g. mortgage) Repayment of the loan does not have to be made until the learner is earning over £25,000 a year gross (equivalent to £2,083 a month / £480 a week) Repayment is calculated at 9% of income over £25,000 Repayment will start in the April after the learner completes/leaves their course Students won’t make repayments until their future income is over £25,000 a year (gross) or the weekly (£480) or monthly (£2,083) equivalent *The repayment threshold for Plan 2 customers (loans taken out from 1 September 2012) has increased to £25,725 effective from 6 April 2019. ALL Repayment – Key Facts Repayment Deductions will be made directly from salary, through the HMRC tax system for those who are employed If the learner’s income falls to £25,000 or below repayments will stop Learners can choose to make voluntary repayments at any stage Interest is charged from the day the first payment is made to the learning provider until the balance is paid in full Any outstanding loan balance is written off 30 years after entering repayment SLC will write off the outstanding balance for an Access to HE Diploma ALL once a l earner successfully completes a subsequent HE course Students won’t make repayments until their future income is over £25,000 a year (gross) or the weekly (£480) or monthly (£2,083) equivalent
Access to HE Write Off To be eligible for a “QAA Access to HE Diploma” loan write off, a student must: Have taken out an Advanced Learner Loan for a “QAA Access to HE Diploma” course which they have completed Be eligible to apply for support towards SFE funded course of Higher Education This includes EU domiciled learners who are studying in England Completed a HE qualification that was eligible for SFE funding

Service Standards Process Submission Accuracy Time to Complete Adding Unique Learning Numbers 99% ULNs to be entered within 6 weeks of the learning aim start date. Where an application is received more than 4 weeks after the learning aim start date, the ULN must be entered within 2 weeks of the application received date Check information (e.g. Fee Charged, Learning Aim, Start Date etc) and make any necessary changes 100% accuracy for approved applications before initial and subsequent attendance confirmations No timescale proposed. Change of Circumstances Change of Circumstances Pre-liability – Learning provider has not yet submitted a positive attendance confirmation for a learner The types of changes that can be made to a pre-liability application are: Change of fee charged Change of loan amount requested (decrease only) Change of learning aim details Change of learning provider Cancellation Re-instatement (this is only available is the application is cancelled)
Pre-Liability CoC In order to complete a pre-liability CoC the application will need to be at one of the following work stages: Approved or Approved Awaiting Signature Cancelled There are two ways in which a CoC can be performed: Within an individual learner search Via the CoC home tab Please note: In order to administer these changes you will require CoC user access and the Learning Provider must have a named CoC contact on the portal.
Pre-Liability CoC A CoC can be created for a single user from the Detailed Learner Screen

Be aware that end dates cannot be changed after the aim end date even if there is a discrepancy with your ILR Learning Providers can only complete a COC to decrease the amount of loan, not an increase. Ensure that this information is correct before proceeding Notify SLC of a suspension / withdrawal as soon as it is apparent to ensure service standards are being met and to minimise the recovery of any overpayments

Payment Schedule & Attendance Background Following approval, the full list of scheduled payments will be displayed in the Detailed Learner Information screen, along with the attendance confirmation status: Circle 1 – Initial liability point i.e learning aim start date plus two weeks Circle 2 – Payments profiled over the duration of the learning aim and slit equally (last month may be slightly different) Circle 3 – Scheduled payment date – payment always made on the third Wednesday of each month following confirmation of attendance Circle 4 – Full audit history of who submitted the attendance status and when Payments will be scheduled also if at AAS Ask if anyone doesn't know how to navigate
Payment Schedule & Attendance Background Payment Schedule and Attendance Report can also be exported for learners with payments scheduled: Approved Approved Awaiting Signature Suspended Withdrawn Use the A/Y drop down to select the current year (17/18) and export the results. You can then filter the report as necessary. LP SERVICES HAVE REPORTED THAT SOME LPs ARE UNAWARE THAT THEY NEED TO SCROLL DOWN THE SCREEN IN ORDER TO NAME THE FILE BEFORE EXPORTING.
Loan Facility Details Background This provides live information on your loans position for the current academic year: The screen is displayed with a ‘read only’ set of results which are correct as at close of business the previous night. Summary of New Financial Reports Background Summary of New Financial Reports Due to their different functions, the Payment Instalment Report (PIR) total will not always match the Loan Facility Details (LFD) screen: PIR could include payments from previous academic years that are not included in the LFD screen PIR only includes suspended applications' instalments up to the point of the suspension date - LFD screen captures all of the suspended applications' payment instalments When a payment is made, the PIR will move it to the column for that payment period, whether or not that is different to the original scheduled date Important to understand that reports have different functions so may not ‘match’ for various reasons as above.
Remittance Report Background The Remittance Report outlines payments that have been paid, are in progress, or have been recovered. The report can either be viewed on screen or exported: The Remittance Report allows users with Financials Administrator access to view and export Remittance Reports. February enhancement – can now view positive and negative payments in the separate columns to provide greater visibility/transparency as to how the payments are made up. Details can then be viewed on screen or exported from which providers can drill down to the detailed level and identify which learner(s) the negative payments relate to.

Payments Timely payments are facilitated by: Adding ULN to the learner data in advance of initial attendance confirmation date Checking the learner has a valid National Insurance Number (NINO) and help encourage the learner to provide this where missing Confirming attendance in a timely manner Confirming attendance accurately to prevent claw backs
Service Standards Process Submission Accuracy Time to Complete Adding Unique Learning Numbers 99% ULNs to be entered within 6 weeks of the learning aim start date. Where an application is received more than 4 weeks after the learning aim start date, the ULN must be entered within 2 weeks of the application received date Check information (e.g. Fee Charged, Learning Aim, Start Date etc) and make any necessary changes 100% accuracy for approved applications before initial and subsequent attendance confirmations No timescale proposed. It is a condition of Attendance Confirmation that details are correct Initial Attendance Confirmation Attendance confirmation to be entered within 6 weeks of the learning aim start date if the application is approved.
