1. Problem statement Single Market Act II requires action as regards the facilitation of the transport of Union goods between ports in the EU Commercial reality requires an inclusion of third country ports into the processes defined by customs Two-pillar solution with measures for both objectives 2

3. RSS Enhancements - Vessels call EU-ports only - Subject to authorisation Presumption of Union-status of goods - Transport of non-Union goods possible under customs supervision (transit) - Workshop supported maintenance of RSS, as facilitating intra-EU maritime transport 4

RSS Enhancements Action plan - Shortening the deadlines for the authorisation procedure - Coverage of the whole EU from the outset; all MS will be consulted when authorisation is initially requested increases flexibility under the maintenance of the authorisation, when ports are to be changed or added - Geographical limitations are to be maintained 5

RSS Enhancements 6 - Proposal Direct trader access of the workshop It is assumed that the implementation of this suggestion will lead to a negative cost-benefit result; high costs for the deployment of the traders access to the system (access rights management, electr. signature, validation by customs needs nevertheless to be ensured), while the benefit would be to decrease the one day period for updating the particulars in place today - Extended transparency (external view on the authorisations) possible?

4. Blue Vessels (EU goods and ports) 7 - Vessels call EU-ports only - Transport of Union goods only - Registration required, through transport authorities - Tracked by SafeSeaNet Presumption of Union-status of goods

Blue Belt environment including visits to third country ports - Vessels come from, leave to or can call intermediately third country ports (extension adjacted to the EU, Baltic and Mediterranean sea) - Transport of Union and non-Union goods - No inversion of the goods status presumption (presumption: non-Union goods as today) Status of Union goods is to be proven at subsequent port - Staus is proven - using Proof of Union Status - using eManifest 8

5. Blue Belt environment including visits to third country ports eManifest - mandatory function - harmonisation required - status of the (Union) goods to be indicated in the eManifest - no authorisation is required for the use of the eManifest 9

Blue Belt environment including visits to third country ports 10 Endorsement/Certification of proof - upon authorisation (authorised consignor), the status can be self-certified; at the port where the eManifest is lodged, the entry in the eManifest and hence the proof is considered as valid - for the authorisation, AEO status is taken into account (however there is no granting of the authorisation merely on the AEO status alone)

Blue Belt environment including visits to third country ports 11 Endorsement/Certification of proof - in case no authorisation for self-certification of the status is granted, the proof needs to be endorsed - by means of PoUS system (reference of MRN in the eManifest) - by means of an endorsed eManifest exchanged between customs in the port of departure and the port of destination

Blue Belt environment including visits to third country ports 12 Call of third country ports - Proof of Union status to be provided in the subsequent EU port, options as described above - Union goods maintain the status in case of FROB, or if un- and re-loaded for handling reasons - Goods added in non-EU port are to be indicated in the eManifest as non-Union goods - Involvement of third country administrations to be considered
