Introduction The latest version of the National Health Policy was developed in 2007 A group of experts reviewed and identified key gaps and challenges Based on the review, the Ministry has developed the following documents as essential inputs for the evaluation of the national health policy: Family Health Policy Document Policy system document Road map for health in all policies Global Health Strategy

Policy Vision Sudan is a healthy nation with the highest attainable level of health and well-being for everyone

Policy Mission To attain universal health coverage and the highest possible standard of health and wellbeing for all people in Sudan through addressing inequalities and adopting people-centred and Health in all policies approaches thereby achieving sustainable developmental goals and contributing to the overall social and economic development of the country.

Key Policy Transformational Shifts/ Directions From Disease oriented focus TO health prevention, promotion and well-being From top down/government based TO multi-stakeholder/community/bottom-up policies From out of pocket financed health care TO prepaid financed health system with protection of marginalized and vulnerable population.

Key Policy Transformational Shifts/ Directions From a narrow medical education TO comprehensive public health (including community and family practice) oriented under and post medical education .

Policy Objectives To cover all Sudanese citizens by the essential health package through prepayment arrangements to be financially and socially protected (Universal Health Coverage). To avail people-centered family health services to all the population across all states and localities. To decrease the morbidities and mortalities of communicable and non-communicable diseases To decrease maternal and under 5 morbidities and mortalities.

Policy Objectives To strengthen the resilience of health and community systems to adapt, absorb and transform in response to different types of emergencies and changes. To strengthen the health governance to advance towards UHC and achieve the SDGs To improve wellbeing and raise life expectancies of everyone in Sudan To reduce inequities in health and promote the right to health

Framework and means for monitoring policy implementation Develop a comprehensive health surveillance system Strengthening the decentralized health system Design and implement horizontal and vertical reform for federal and state ministries of health, focusing on redefining roles and responsibilities, structures, and adapt to the broader concept of NHP

Framework and means for monitoring policy implementation Produce regular national health and wellbeing reports which will be discussed and endorsed by the legislative counsels and national health sector coordination counsel. Working with different ministries to provide all the information required for the health report (what are the key policies, decisions, activities implemented over the past three years that have an impact on the health and well-being of the population and society)
