May 2018 HSAC This advisory circular (AC) provides guidance for instrument operations to offshore landing facilities. An OSAP, ARA, and HEDA are not considered special instrument approach procedures (IAP), therefore the appropriate term is “instrument operations.” These operations allow helicopters to make an instrument flight rule (IFR) en route descent/letdown offshore within a specified area of operation. These instrument operations are approved by the Federal Aviation Administration (FAA) for individual operators and issued through OpSpecs or LOAs. Interdependence – We strive to promote interdependence by working closely across multiple lines of business including: FSDO, Regional and HQ to review and answer questions in response to the update.

May 2018 HSAC HSpec 104 - The new H104 revises and expands the current OpSpec/MSpec/LOA H104, Helicopter En Route Descent Areas (HEDA) to include offshore standard approach procedure (OSAP), Airborne Radar Approach (ARA), and Helicopter En Route Descent Area (HEDA) authorization Consolidates OSAP, ARA, and HEDA authorizations previously issued with H102, H104, and H112. Provides OSAP, ARA, and HEDA offshore instrument operations guidance regarding operator requirements and procedures; authorized operations; and communication and navigation equipment. New drop down tables reducing the need for non-standard text. This revision to H104 is mandatory, with a compliance date of 180 days from the date of the published notice. Interdependence - Work closely across multiple lines of business including Flight Standards, AIR, Air Traffic, Flight Procedures, and HQ leadership to review and answer questions in response to the advancements. Collaboration - Research the appropriate FAA directives, coordinate with the SMEs, amend information as required to promote a safer NAS. Critical Thinking – Coordinate and participate outside the typical area of operation to promote safe operations throughout the United States and associated waters.

May 2018 HSAC Future Projects: AC 90-80D – to add Tilt Rotor, VTOL, and other evolving technologies. Revise all associated 8900.1 guidance associated with revised OpSpecs and technology. Revise the associated templates used for authorizations. Finally, ensure that all drafts will be similar to and of the same standard as those currently used for fixed wing operations.
