We license and regulate marine activities in the seas around England and Wales so that they're carried out in a sustainable way. We’re responsible for: Managing and monitoring fishing fleet sizes and quotas for catches. Ensuring compliance with fisheries regulations, such as fishing vessel licences and quotas for fish and seafood. Managing funding programmes for fisheries activities. Planning and licensing for marine construction, deposits and dredging that may have an environmental, economic or social impact. Making marine nature conservation byelaws. Dealing with marine pollution emergencies, including oil spills. Helping to prevent illegal, unregulated and unreported fishing worldwide. Candidate Information Pack Welcome Background Vacancy Process Timeline T’s & C’s ABOUT THE WORK AREA MMO enforcement activity is predominantly carried out by staff that are located in one of the MMO’s 16 coastal offices. Our work seeks to ensure and promote compliance with the European Commission and national sea fisheries regulations, marine licensing and marine nature conservation legislation. We co-ordinate programmes for the monitoring, control and surveillance of sea fishing activity, marine licensable activity and marine conservation measures within the Exclusive Economic Zone (EEZ) around the coast of England and for UK vessels outside those waters. We primarily seek to educate and inform marine sectors to promote compliance with the various regulatory requirements. We also investigate and take appropriate enforcement action, including prosecution, when serious breaches of the regulations are identified. Activities of Marine Enforcement include: monitoring and assessment of fishing activity through receiving data systems; undertaking risk assessment and intelligence gathering; About the work area – MMO Operations inspections of fishing vessels at sea and in port (this would include joining Royal Navy Fishery Protection Squadron at sea or cooperation with others (eg Inshore Fisheries Conservation Authorities); inspections of fishing industry premises, fish markets, etc.; • inspections of marine licensable activities; • monitoring and inspection of activities which may affect Marine Protected Areas or protected species; undertaking investigations into incidents of non-compliant activities. Candidate Information Pack Welcome Background Vacancy Process Timeline T’s & C’s Job Title: Principle Marine Officer Training Grade: SEO Location: Any MMO Office Vacancy Reference: 1234 Salary: £34,588 pa About the Job You will be working in the MMO Operations Training Team. In conjunction with the in-post PMO Training, you will be responsible for the co-ordinating the development and delivery of technical training to ensure that the MMO’s marine enforcement activities are consistent and implemented in accordance with our Compliance and Enforcement Strategy . You will be required to undertake a Training Needs Analysis (TNA) for the different roles across the Operations Directorate and in conjunction with senior managers introduce appropriate technical training programmes for these roles. The MMO uses a blended approach to learning delivering training through face-2-face courses and seminars, online learning via the MMO Learning Management System, mentoring of new entrants and practical training covering enforcement and investigative procedures. The TNA will include cost benefit analysis of the different approaches to learning. You will need to introduce develop processes to determine whether officers have the required levels of knowledge and skills to gain and maintain their enforcement warrants. This will include Continuous Professional Development (CPD) activities and face-2-face training. You will have oversight of the maritime enforcement training programme, which involves organising the timetable for seagoing training activities. You will be required to undertake regular seagoing enforcement and training duties of up to 2 weeks duration. You will manage the activities of a team of Senior Marine Officers who are responsible for delivering training and the mentoring of new entrant enforcement officers.
