Use of the C&L Platform to come to an agreed entry CARACAL 13 Agenda point 9.1 Palmi Atlason European Chemicals Agency

Introduction Manufacturers/Importers are obliged to notify: All hazardous substances (under CLP), and All substances subject to REACH registration… …which are placed on the market We have received so far (October 2013) 6.1 million notifications for 125.000 substances of which 115.000 are published 18 July 2019 echa.europa.eu

Divergence of classifications Notifiers of the same substance are obliged to “…make every effort to come to an agreed entry to be included in the inventory.” (Art. 41) ~ 30 % of substances have different notified classifications The C&L Platform launched in January 2013 Series of web-based discussion rooms Allows notifiers to get into contact with each other Anonymous and easy to use 18 July 2019 echa.europa.eu

Level of divergence in the Inventory Diverging classifications Number of substances Number of aggregated classifications 18 July 2019 echa.europa.eu

Is industry using the Platform? No Activity per month Posts per room # rooms # rooms 18 July 2019 echa.europa.eu

Conclusions For about 30 % of notified substances, multiple classifications exist, with no signs of convergence More convergence is needed, especially to assist smaller DUs ECHA initiated an awareness raising campaign when launching the C&L Platform and sends specific alerts to all notifiers when someone initiates a discussion Nevertheless, the C&L Platform is not used by Industry The obligation rests with Industry but active involvement of all parties concerned is needed Industry associations can play a pivotal role 18 July 2019 echa.europa.eu
