CHNA Community Health Needs Assessment Wednesday July 27, 2016

ACA IRS 501(r) Requires tax exempt hospitals to conduct a CHNA to maintain their status Must complete every three years Final Rule was released 12/31/2014 If not in compliance may be fined $50,000/yr. and may be at risk to lose tax exempt status Link to the final rule: http://www.irs.gov/irb/2015-5_IRB/ar08.html

Overview CHNA Requirements Define and assess the health needs of the community Document in a written report and make easily available to the public. Must have input from others in the community

Define Needs Take into consideration geography, target populations (children, women, aged etc.), Must include medically underserved, low income and minority Must not consider whether the population is insured or uninsured Should include those who do not use the hospital because they may have needs not being met

Assessment Identify and prioritize significant health needs of the community and identify resources to meet those needs Needs may include barriers to accessing care including finances, transportation etc. Can determine significance of health needs based on community facts including the scope of the problem and/or likelihood of effectiveness of interventions

INPUT A facility MUST take into account input received from sources, in identifying and prioritizing need, of at a minimum the following: At least one public health department or State Office of Rural Health Members of the medically underserved, low income and minority community Written comments from the most recently conducted CHNA and implementation strategy
