Foreign Aid Programs FAP were introduced to foster development in South America, Asia, and Africa while also countering the growth of communism after WWII Humanitarian motives of aid donors became interconnected as aid volume grew

4 Types of Foreign Aid Official Development Assistance Delivered by governments NGO assistance Multilateral Aid Funded by a number of governments and usually involves large scale programs like dam building Bilateral Aid Direct aid from one country to the other

Tied Aid Much bilateral aid is in the form of tied aid Why criticized? Conditions attached like money must be spent on goods bought from the donating country Why criticized? Western aid is tied to much to the trade system that benefits the industrialized countries over the developing world 2008 Canada announced that food aid was fully untied and CIDA’s development aid would be untied by 2013

Canadian International Development Agency (CIDA) Responsible for administering much of Canada’s foreign aid since 1968 6 priority areas for administering aid Basic human needs Women in development Infrastructure services including human rights, democracy, and good government Human rights Private sector development The environment

How Does the CIDA Distribute Aid? One way the CIDA distributes aid is to find partners (universities, NGOs, Businesses) that will agree to administer programs or cooperate with the government Also distributes through UN agencies, directly to governments, and through NGOs Major focus on sustainable development and technology to aid agriculture

The Power of NGOs NGOs provide the best way to avoid aid corruption because they provide aid directly to those in need rather than governments Promote small scale projects that can be maintained locally and are appropriate to the region’s environment Developing wells Education programs small grants/loans
