Workshop 3 Issues, recommendations

Workshop 3 Purpose: NQFs are developed to document an existing system/ to put order in it and to reform the system by introducing learning outcomes and the recognition of prior learning How many levels: There are more than the 8 EQF levels required for greater differentiation inter alia between academic and vocational streams at tertiary level.

Workshop 3 Process: Who takes the lead? Top down process from the ministers in Bergen to the respective ministries in the signatory countries/ usually led by people from vocational training if there are two frameworks Use made of them + status: transparency, comparability, employability yes, but the attainment of certain levels also confers rights, thus there is need to legislate

Workshop 3 European level: Need for consistent definitions: levels defined in terms of outcomes or of duration? within the EU: inconsistency between education and the internal market
