Presentation transcript:

SEEA Structure proposal Starting point conclusions of the LG in New York, 2006 (short minutes) Linkage to SNA Standards only for the well developed parts No position in different schools of thought Case studies and implementation issues must be removed Clear presentation of accounts and itentities Maintain the current structure

Main principles of restructuring Maintain current chapter structure Standardisation only for mature parts Update of other parts based on clear needs More condensed presentation, like SNA Present policy uses in a separate part of the SEEA Stronger linkage of SEEA to indicators

Proposed new chapter structure 1. Introduction 2. SEEA structure Part I Statistical standard 3. Physical flow accounts 4. Environmentally related activities and products 5. Balance sheets for natural resources 6. Full sequence of monetary current accounts Part II Experimental accounts 7. Valuation techniques 8. Adjustment of NA aggregates Part III Applications & policy uses 9. Applications & policy uses

Main issues new structure Indicators Put the accounting framework upfront Compact presentation style, especially asset accounts Level of detail: balance between System’s approach and the devil of details Deviding line between Parts I and II Structure of Applications & Policy uses chapter Glosary of terms / Index

Issues for discussion Do you agree with the principles of restructuring the SEEA? Do you agree with the proposed chapter structure? Does this structure proposal lead to new revision issues? Further development of the SEEA structure? Linkages to other statistical systems
