About INC The Industry Numbering Committee (INC) provides an open forum to address and resolve industry-wide issues associated with planning, administration, allocation, assignment and use of North American Numbering Plan (NANP) numbering resources within the NANP area.

At INC’s April 2013 meeting, INC discussed: Issue 748: Assess Impacts on Numbering Resources and Numbering Administration with Transition from Public Switched Telephone Network (PSTN) to Internet Protocol (IP) At INC’s April 2013 meeting, INC discussed: “Address and Interconnection – from the PSTN to an IP World” presented by Adam Newman, iconectiv A high level overview of potential interconnection and number/network address changes and potential questions for INC to consider regarding these topics “ATIS PSTN Transition Focus Group Assessment and Recommendations” Key discussion items on numbering rate center structure expanded geography for numbering resources less-than thousand block number allocation
Issue 748: Assess Impacts on Numbering Resources and Numbering Administration with Transition from Public Switched Telephone Network (PSTN) to Internet Protocol (IP) (cont.) Also at INC’s April meeting, INC discussed the “Technology Transition: Numbering” presentation Henning Schulzrinne, FCC, gave to the NANC at the February 2013 meeting, including: INC’s role in the PSTN to IP transition decoupling geography from numbering nationwide 10-digit dialing rate center and LATA elimination less-than thousand block number allocation INC met virtually May 10, 2013, to review FCC 13-51, NPRM, Order, and NOI, and discussed the Direct Access to Numbers by Interconnected VoIP Providers trial and the trial’s potential impact on INC guidelines

INC assembled a Contribution Development Team and met virtually on May 21, 2013, and June 4, 2013 Brainstormed possible PSTN transition impacts including: dialing patterns rate center changes local/LD changes porting tariffs LATAs
