IMPLEMENTATION OF THE 2008 SNA IN AZERBAIJAN State Statistics Committee of Azerbaijan Republic Issyk-Kul, 27 – 30 August, 2012

Background Studying the main changes to the 2008 SNA and its implementation within the State Committee on Statistics of the Republic of Azerbaijan started in 2009 and is part of a three-year plan for implementing the 2008 SNA with the scope of improving National Accounts statistics.

Background (2) Action plans are approved by the decisions of the Board of the Committee in order to involve all departments whose participation is necessary for the implementation of the plan. So far, the first three-year plan covering 2009-2011 has been successfully completed and the work on the next plan of activities (2012-2014) has already begun.

Background (3) In order to work closer with other government agencies, the producers of statistical and administrative data have included the activities for implementing the changes to convert to the SNA 2008 in the draft of the “State Program on improving the statistical system of Azerbaijan Republic 2013-2017”.

The priorities of the State Statistics Committee of Azerbaijan when implementing the 2008 SNA informal sector and illegal activities emerging; improved calculations of FISIM; improved GDP estimates at constant prices; improved calculation of fixed capital consumption; improved calculation of holding gains; add research and development spending to the SNA; add military spending to the SNA ; Central Bank release.

Activities for implementing the changes to the 2008 SNA studying the new (or modified) requirements; assessing the impact of these changes on National Accounts indicators; studying the implementation methods and information sources; preparing the tools for collecting and processing the necessary information, making estimations; getting the information, the indicators.

Main results changes and priorities were studied ; So far, the following work was carried out to introduce the 2008 SNA: changes and priorities were studied ; a detailed work plan on implementing the main changes was prepared ; recalculations associated with the transition to NACE rev.2 are being finalized;

Main results (2) FISIM estimates, in accordance with the updated requirements, are being released following the sectors of users. experimental evaluation of illegal activity is carried out; tools for gathering the necessary information for calculating R & D by sector of financial corporations and public administration are improved.

Main problems lack of human resources; insufficient practical materials for implementing updated regulations; cooperation with the organizations - the compilers of balance of payments and government finance statistics do not correspond to the standard.
