SUNY Technology Conference June 20, 2019 Building for the Future: Net-Zero & Design-Build Construction at SUNY Oneonta SUNY Technology Conference June 20, 2019

Agenda Capital Projects at Oneonta Chancellor’s Net Zero Initiative Design-Bid-Build at Oneonta Role of IT Services Chancellor’s Net Zero Initiative What it requires SUNY Oneonta res hall retrofits “New” Capital Project Model Design-Build Bridging Document Where we are now and what’s next Discussion

Capital Projects at Oneonta Design-Bid-Build DASNY and SUCF partner with campus and fund projects Together, they select a firm to design all aspects of the project then solicit bids from contractors to complete that design Oneonta Facilities Project Coordinators and DASNY/CF site reps represent Oneonta in planning and oversight

Capital Projects at Oneonta – The Role of IT Services Participants Campus RCDD & Net & Tel Staff Computer Labs Systems Administrator Manager of Learning Spaces Tech Submissions & Reviews Each contributes requirements for their area, reviews submissions and provides comments Construction and Commissioning Net & Tel staff complete all fiber terminations and activate services for residents Learning Spaces techs install cabling and hardware Computer Labs staff install furniture and computers

Chancellor’s Clean Energy Roadmap “The roadmap outlines six clean energy goals: All campus grid-sourced electricity will be from renewable energy and energy storage. All campuses will achieve 40 percent reduction of greenhouse gas emissions from 1990 levels by 2030. All campuses will explore the feasibility of a microgrid that uses as much renewable energy as possible. One priority is serving facilities needed in the event of an emergency. All new SUNY facilities commencing design in 2019 and beyond will be evaluated for potential construction using net-zero carbon emission standards. All existing buildings will receive investments in deep- energy retrofits while performing related critical maintenance. All campuses will provide SUNY students with training to enter the clean energy workforce. Additionally, SUNY will provide training and updates to civil service positions related to holistic facility management.” https://www.suny.edu/suny-news/press-releases/04-2019/4- 30-19/clean-energy-roadmap.html

Zero-Net Carbon & Design-Build About Zero-Net Carbon Zero-Net Carbon (ZNC) means the project will result in a highly efficient building that eliminates use of all on-site fossil fuels and dramatically reduce the building’s energy consumption, then procurement of sufficient renewable energy to cover the reduced load may be satisfied by SUNY through separate, and potentially subsequent procurement process. In a ZNC building, carbon-based energy consumption is reduced first through building design strategies and efficiency measures. Meeting the new goals requires a new process SUNY Poly New Design-Build residence hall (anticipated opening August 2020) SUNY Oneonta Residence hall retrofits adding 100 beds by converting quads into doubles Traditional Design-Bid-Build renovation of Huntington Hall underway (May 2019 – Aug 2020) Ford Hall Design-Build, Net Zero reno (May 2020 – Aug 2021) Inititiave https://www.suny.edu/suny-news/press-releases/02-19/2-6-19/2-6-19-oneonta-retrofit-project-for-zero-net-carbon-residence.html

Project Model: Design-Build New (to us) Project Model: Design-Build The Kool Aid Saves time and money through collaborative problem-solving and innovative thinking Process is smoother since the owner isn’t caught between the designers and contractors/subs DESIGN-BUILD INSTITUTE OF AMERICA https://dbia.org/what-is-design-build/

Design-Build “Visioning Session” Half-day workshop for project stakeholders Included reps from DASNY, NYSERDA, Facilities, Res Life, Student Development, Provost, IT, etc. Very high-level content on climate change and campus objectives for the project Interesting discussion about students, what they expect and what they’re willing to accept “Students may have to be less connected than they’re used to…” From Oneonta workshop 3 agenda by 7group www.7group.com

Design-Build - IT’s Role Bridging Doc Asked to supply “performance metrics” rather than specific direction on design Required, Preferred, Prohibited Oneonta’s Division 27 Reviewed and commented on draft Challenges & Concerns No idea what the final design will be, what materials will be used, etc. Impact of insulation, building materials on cell signal, Wi-Fi, emergency communications Will our performance metrics be met? If not, what happens? How will energy targets impact IT? Extensive building monitoring Iterative design process – we’ll need to stay on top of the changing design

Where We Are and What’s Next April 2019 – Bridging Document Finalized May 2019 – IP Workshop for 4 Design-Build teams July 2019 – Campus/DASNY select a Design-Build team August-September 2019 – ‘fast-paced iterative design process’ October 2019 – Contract award November 2019-April 2020 – 30% & 60% design 100% design phases ‘It’s important to note that if we ADD scope at those phases we are in effect creating a construction change order. These phase reviews will require very rapid action on our parts to keep things moving.” - Lachlan Squair, SUNY Oneonta Director of Facilities May 2020-August 2021 – Construction “we might see panelized insulation systems released for off-site construction prior to the start on campus” - Lachlan Squair, SUNY Oneonta Director of Facilities
