West Cumbria Sites Stakeholder Group – response to NDA Business Plan David Moore Chairman, WCSSG

Introduction WCSSG grateful for the opportunity to comment on NDA draft Business Plan Points made are a summary of comments collected from all WCSSG working groups and collated by the Enablers working group Comments build upon those made on NDA’s draft strategy III mid 2016 Timing and duration of consultation period posed some difficulties – suggestions for improvements have been made

Positive aspects of the plan Well laid out and logical presentation Easy to understand – appropriate language and use of illustrations Identifies the full scope of NDA’s accountabilities Good financial overview – pleased to see prioritised spend at Sellafield 20 year priority overview gives a good “big picture” perspective All key operational activities which we believe are important at Sellafield are identified

Areas for improvement Purpose of the plan is unclear – it identifies the areas were NDA wishes work to be done but not what they want to be achieved There are some errors / inconsistencies in the 20 year overview 26 key operational activities are identified for Sellafield, which cost of £6B over three years, but only two specific deliverables are identified 16 key enabling activities for Sellafield are mentioned but are not developed, these include areas important to us given impending significant changes to employment patterns at Sellafield

Areas for improvement - continued Provision of a socio economic plan which includes amongst other things diversification of employment opportunities Plans for the development of skills in our communities Plans to improve utilisation of the local supply chain A requirement for Sellafield Ltd to produce a workforce transport plan We cannot see how NDA wish spend to be prioritised at Sellafield We would like more specific targeting of risk management/visualisation and site security/resilience

Next steps The above points need addressed to provide a plan which adequately declares NDA’s specific objectives over the next three years and allows appropriate context for the local community to scrutinise NDA’s performance Looking for endorsement of the response from this group at today’s meeting Extension granted by NDA to the consultation to enable endorsement today Response to be forwarded to the NDA on behalf of WCSSG
