Assess the Individuals Who Can Give You What You Want Who is/are the decision maker(s) that have the power to adopt your policy________? Who are the most important individuals who can adopt the policy? Who must you talk with before you approach him/her? How do you influence the decision maker? What is the self-interest of each decision maker? Who will approach the decision maker?

Further Assessment of Community Resources Who shares concern about this problem? What would they get out of joining you? Who else would they bring in? Who would their presence alienate? What resources would they bring?

Who Should Join Your Coalition? Why should they be asked to join? What is in it for them? Who can they influence? Who will make the ask?
