ON TRACK CAUTION DERAIL RECRUITING BAN PSA signed a 2018-19 NLI. PSA did not attend the signing institution for 2018-19. It is March 2019 and Coach Caboose is recruiting this PSA. ON TRACK CAUTION DERAIL

RECRUITING BAN DERAIL Recruiting Ban is in effect for the academic year that the signee was supposed to be attending the signing institution (2018-19).

NLI CHECKPOINT RECRUITING BAN Determine the NLI status from the IRL. NLI recruiting ban is lifted once a signee submits an NLI release request. (New NLI Policy) NLI recruiting ban violation is self-reported in the NLI Portal. NLI penalty = NLI fine and letter or reprimand. (New NLI Policy)

ON TRACK CAUTION DERAIL DELAYED ENROLLMENT PSA signed a 2018-19 NLI. PSA will delay enrollment until Fall 2019. ON TRACK CAUTION DERAIL

CAUTION DELAYED ENROLLMENT If the signee is eligible and admitted to the institution, the signee can delay enrollment. The NLI remains binding if the athletics aid is available for the signee for the 2019-20 academic year. If not, the NLI is null and void.

NLI CHECKPOINT DELAYED ENROLLMENT Has the signee or coach asked for the delayed enrollment? Institution is only obligated to the athletics aid matching the NLI year. NLI is null and void if the athletics aid is not available for the next year. NLI is binding if the athletics aid is available for the next year.

ON TRACK CAUTION DERAIL EARLY ENROLLMENT PSA signed a 2019-20 NLI in December 2018. PSA graduated high school in December 2018 and enrolled January 2019. ON TRACK CAUTION DERAIL

ON TRACK EARLY ENROLLMENT It is permissible for a PSA to sign a 2019-20 NLI and enroll early. Division I - Spring 2019 athletics aid can be added to the 2019-20 NLI and athletic aid agreement. Division II - Spring 2019 athletics aid cannot be added to the 2019-20 NLI and aid agreement.

NLI CHECKPOINT EARLY ENROLLMENT It is permissible to sign an NLI and enroll before the NLI year begins. Signee fulfills the NLI by attending the signing institution for two semesters or three quarters. For example, a midyear enrollee would satisfy the NLI with spring/fall full-time attendance.

ON TRACK CAUTION DERAIL NO ENROLLMENT PSA signed a 2018-19 NLI. Signee did not enroll at the signing institution for the 2018-19 academic year so the Compliance Conductor declares the NLI null and void. ON TRACK CAUTION DERAIL

NO ENROLLMENT DERAIL The NLI remains binding unless the signee was not admitted or did not meet eligibility requirements.

NLI CHECKPOINT NO ENROLLMENT Signee does not report for pre-season practice or not in attendance, NLI remains binding. Institution can re-award the signee’s aid in accordance with NCAA rules if the signee fails to report for pre-season practice or first day of class.

ON TRACK CAUTION DERAIL TRANSFERS Student-athlete signed an NLI with Petticoat Junction College and attended for one term. Student-athlete later signs an NLI with your institution. ON TRACK CAUTION DERAIL

DERAIL TRANSFERS Four-year college transfers cannot sign NLIs. Since this 4-4 transfer has not attended the signing institution for one academic year, the student-athlete is subject to the NLI penalty.

NLI CHECKPOINT TRANSFERS 4-4 TRANSFERS Did the student-athlete sign an NLI? If YES, has the student-athlete attended the signing institution for one academic year (full-time)? If NO, NLI Penalty or NLI Complete Release? NLI recruiting ban does not apply. The Division I notification of transfer or Division II permission to contact applies. NLI signing dates do not apply for 4-4 transfers.

ON TRACK CAUTION DERAIL TRANSFERS PSA signed a 2017-18 NLI. PSA enrolled at a two-year college instead of the signing institution. 2017-18 NLI is still binding. PSA signed a 2019-20 NLI with your institution. ON TRACK CAUTION DERAIL

TRANSFERS ON TRACK NLI recruiting ban was in effect during the 2017-18 academic year but no longer applies after the academic year has elapsed. 2-4 transfer can sign another NLI with a previous valid NLI. Second NLI is contingent on the PSA graduating from the two-year college.

NLI CHECKPOINT TRANSFERS 2-4 TRANSFERS Does the PSA have a valid NLI? If YES, the PSA must graduate. If NO, graduation is not required for NLI but may for NCAA transfer requirements. NLI recruiting ban applies for the year the signee was supposed to attend the signing institution. NLI signing dates do apply for 2-4 transfers.

ON TRACK CAUTION DERAIL TRANSFERS PSA signed a 2017-18 NLI. PSA attended the signing institution for the 2017-18 academic year. PSA attended a two-year college 2018-19. PSA signed a 2019-20 NLI with your institution. ON TRACK CAUTION DERAIL

ON TRACK TRANSFERS NLI recruiting ban no longer applies. 4-2-4 transfer can sign another NLI. 4-2-4 transfer who fulfills NLI at the signing institution is not required to graduate from the two-year college for NLI purposes. NCAA transfer rules apply.

NLI CHECKPOINT TRANSFERS 4-2-4 TRANSFERS Did the PSA sign an NLI for the first four-year institution? If YES, did the PSA fulfill the NLI at the signing institution? If YES, graduation is not required for NLI but may for NCAA transfer requirements. If NO, PSA must graduate. If an NLI was not signed for the first four-year institution, no NLI analysis needed. NLI signing dates do apply for 4-2-4 transfers.

ON TRACK CAUTION DERAIL RELEASE REQUEST Signee submits an NLI release request and the signing institution issues a No Release decision. Weeks later, the signing institution changes its decision to a Complete Release. ON TRACK CAUTION DERAIL

ON TRACK RELEASE REQUEST It is permissible for an institution to change a No Release decision to a Complete Release decision. It is not permissible for an institution to change a Complete Release decision to a No Release.

NLI CHECKPOINT RELEASE REQUEST No time limit to change a release decision. Change in release decision can occur after a denied NLI appeal. Release request decision is withdrawn in the NLI Portal by the NLI office. Once withdrawn, signee submits release again for the institution’s complete release decision.

ON TRACK CAUTION DERAIL NULL AND VOID PSA signed a 2018-19 NLI. PSA was declared a nonqualifer in June 2018. NLI status shows a valid NLI; however, the PSA is a nonqualifier so your coach is recruiting the PSA. ON TRACK CAUTION DERAIL

NULL AND VOID DERAIL Since the NLI status is valid, the NLI recruiting ban is in effect. Once the NLI status shows as null and void, the PSA can be recruited.

NLI CHECKPOINT NULL AND VOID Signing institution must null and void the NLI if the signee was a nonqualifier or was denied admission as of the opening day of class. Signee has until the opening day of class to meet initial eligibility requirements. NLI remains valid if pending initial eligibility waiver decision. The NLI office should be notified if an institution has knowledge that the NLI status should be null and void.
