There are differences in the needs of smaller organizations with respect to large ones Financial resources are much less in smaller organizations DDO clients are often elected or appointed officials, so in many cases there is no long-term interest Maintaining support for GIS is a problem

Include more success stories Market the solutions aspect of GIS and the conference How can FGDC and NADO work together? Are there natural ties?
