Update on ICANN ERC Negotiations ASO Meeting APNIC15, Taipei February 2003

Recent Meetings Meetings with ICANN Evolution and Reform Committee 28 – 30 October 2002 (Shanghai) 25 November 2002 (Mexico) 14 December 2003 (Amsterdam) Correspondence with ERC, December 2002, January 2003 A reasonable dialogue has taken place between the RIRs and ICANN

RIR Objectives: Agree that Address Policy development can only be made, changed, or overturned in a bottom-up process through open, transparent, and documented procedures Protect the unallocated number resource pool so that the RIRs have unimpeded access, through established procedures, at all times

Points of Agreement between RIRs and ICANN Address Policy is undertaken in forums hosted by the RIRS The proposition that the development of address policies should take place as close as possible to the entities that will implement or be affected by those policies.

Development of Global Address Policy is an RIR responsibility Points of Agreement Development of Global Address Policy is an RIR responsibility Global Address Policy development is the responsibility of the RIRs, and ICANN actions with respect to global policies should be coordinated through the Address Council of the ICANN Address Supporting Organization

No top-down imposition of policies Points of Agreement No top-down imposition of policies No RIR can be required to adopt or adhere to a global address policy which has not been collectively agreed by the RIRs, through processes of each RIR's devising

Points of Agreement The ASO / AC structure is the primary means of interaction between the addressing community and ICANN

Current Activities Revising the Global Address Policy Development Process to reflect the Points of Agreement Drafts have been in circulation and agreement is likely in the near future

Current Activities Opportunity for the addressing community to reconsider the composition and roles of the ASO / AC There are currently 2 distinct roles for the ASO / AC Act as the policy interface between the RIRs and ICANN in matters of global policy Act as an open representative body of the Open Policy Forums in the selection of ICANN Board members

Current Activities Explore with key stakeholders what arrangements are appropriate to ensure stability of access for the RIRs to the number resources

Further Activities Conclude this process through the adoption of a revised MoU detailing the points of agreement, and a contract detailing the respectives roles and responsibilities of ICANN and the RIRs

Longer Term Objectives Gather widespread consensus that the RIR structure is sufficiently mature, responsible, representative, inclusive and stable to be able to coordinate the management of Internet Number Resources See RIR Blueprint for Evolution and Reform of Internet Address Management
