Puerto Rico’s New Energy Public Policy Sen. Larry Seilhamer

SB 1121 PR current Energy System Our goal: New Energy System Strong Outdated, inefficient, vulnerable, unreliable Monopoly owned by PREPA, a bankrupted public corporation Collapse after Hurricanes Irma and Maria Our goal: New Energy System Strong Resilient Reliable Affordable Clean

How we will achieve our goal Increasing private sector’s participation in PR’s Energy System Transmission & Distribution Long Term P3 Contract Modernize (Smart Grid) Renewable (more integration) Compliance (industry standards) Eliminate interdependence (microgrids) Generation Independent power producers (P3/sale of plants) Drastically reduce carbon foot print Elimination of coal & oil LNG as a transition to renewables

SB 1121 Puerto Rico Energy Bureau Promote Distributed Generation Stronger Independent All contracts must have PREB’s approval Promote Distributed Generation Microgrids Solar Communities Energy Coop

Climate Change & Global Warming SB 1121 Renewable Portfolio Standard By 2022- 20% 2023-2025- 40% 2026-2040- 60% 2041-2050- 100% Climate Change & Global Warming
