Panel on Communicating Statistical Concepts and Results CAPT David M. Ruth, USN Associate Professor, Mathematics Department, USNA druth@usna.edu

USNA Mission “To develop Midshipmen morally, mentally and physically and to imbue them with the highest ideals of duty, honor and loyalty in order to graduate leaders who are dedicated to a career of naval service and have potential for future development in mind and character to assume the highest responsibilities of command, citizenship and government.”

About USNA Located in Annapolis, MD As the undergraduate college of our country's naval service, the Naval Academy prepares young men and women to become professional officers and leaders of sailors and Marines.

About USNA Naval Academy students are midshipmen on active duty in the U.S. Navy and attend the Academy for four years. They graduate with bachelor of science degrees and commissions as ensigns in the Navy or second lieutenants in the Marine Corps. Naval Academy graduates serve at least five years in the Navy or Marine Corps.

USNA Majors A roughly equal number of students major in each division. Division of Engineering & Weapons Aerospace Engineering Computer Engineering Electrical Engineering General Engineering Mechanical Engineering Naval Architecture & Marine Engineering Nuclear Engineering Ocean Engineering Systems Engineering Division of Mathematics & Science Chemistry Computer Science Cyber Operations General Science Information Technology Mathematics Mathematics with Economics Oceanography Operations Research Physics Division of Humanities & Social Sciences Arabic Chinese English History Political Science Quantitative Economics A roughly equal number of students major in each division. ≥ 65% of those commissioned into the Navy must be STEM majors.

USNA Core Learning Outcomes Reason morally and ethically Communicate effectively Understand American heritage Apply principles of naval science and the profession of arms Interpret past and current world events Solve technical problems Critically reason Demonstrate intellectual curiosity  USNA Institutional Assessment Report (2018)

US Navy ESRs for Operations Analysis “The graduate will… “…have the ability to use computers as a tool to aid in analysis.” “…be well-versed in applications of probability, statistics, and data analysis to support the modeling and analysis of a broad range of military decision problems.” “…be able to formulate and solve a wide variety of optimization problems and be conversant with the major uses of such models...”  US Navy 2017-2019 Educational Skills Requirements

US Navy ESRs for Operations Analysis “The graduate will… “…be able to formulate stochastic models, calculate measures of performance for them, and be familiar with the major applications of such models.” “… be able to employ simulation methods to model situations of interest…, be able to formulate, implement, explore, and analyze simulations, and make informed recommendations.” [additional graduate-level ESR for Systems Analysis] [additional graduate-level ESR for Analysis of Military Ops] [additional graduate-level ESR for Practice]  US Navy 2017-2019 Educational Skills Requirements

USNA OR Graduate Capabilities “USNA graduates in Operations Research are able to… “…call on the tools of operations research. These tools include mathematical programming, probability theory, statistics, stochastic processes, and simulation.” “… formulate operations research problems and identify methodologies.” “…conduct appropriate analysis of a problem by constructing and processing a mathematical model or by collecting and statistically analyzing data.” “…evaluate the choice of operations research methods and the quality of decisions made by others.” “…communicate effectively in plain English and with technical precision, in both written and oral presentations.”  USNA Mathematics Department Assessment Report AY2018

Elective Courses in Mathematics ~5% of our graduates will take one or more of: Experimental Design Nonparametric Statistics Biostatistics Applied Bayesian Analysis Applied Multivariate Analysis

Food for thought… What important elements are missing from existing requirements? Are critical quantitative skills for decision-makers being adequately developed in non-quantitative majors? Where does the emergence/explosion of “data science” fit into this discussion?
