Framework Empowered and sustainable communities are the real foundation of lasting peace. The process itself (and not the process end) will already allow these communities to win small victories, and build peace by and for themselves. The final resolution is important but communities need not wait for this. Building peace is here and now.

Challenges for the process

Appointment of new GRP Panel is not accepted by the RPM-M Panel –Respect & sensitivity for processes that have already been established –Trust has been built and earned with the previous GRP Panel members –Retain the Panel headed by Atty. Franklin M. Quijano No mechanism for reporting harassments in the field

What do we still need to do?

I. Keep the Parties Talking 1.1 Regular caucuses, informal meetings, consultations 1.2 Regular phone calls 1.3 Formal Talks - Signing of the Final Peace Agreement?

II. Keeping Peoples and Communities Involved 2.1 Local Consultations in 15 remaining barangays -Lanao del Sur (5 brgys) -Zamboanga del Norte (4 brgys) -Agusan (2 brgys) -Maguindanao (4 brgys) 2.2 Local Consultations in another 100 indicative barangays

III. Show Results 3.1 Package proposals for priority projects 3.2 Negotiate for funds, follow up commitments 3.3 Project implementation - remaining 39 barangays for project implementation

IV. Monitoring 4.1 Signing of the Manual of Operations 4.2 Organize Local Coordinating and Monitoring Teams 4.3 Develop/Install Monitoring & Evaluation System
