Building a Responsive Delivery System Two Guiding Principles
Principle #1 Customer service is the driving force The focus needs to remain on the customer and not the money There are more individuals with Tickets than what either agency can serve at one time, therefore no competition Appropriate and readily available services is the goal with employment being the desired outcome The delivery system needs both State VR services and ENs Offering Partnership Plus to customers provides continuum of support to an individual after VR services

Gain an understanding and appreciation of what services are provided by both agencies Foremost, it is the individuals choice and he/she owns the Ticket and voluntarily uses it as he/she decides on services Understanding the funding for state VR agencies is important (cost reimbursement) Understanding what ADEN can bring to the table Value the services provided by each other
What Exactly is Partnership Plus?
How Partnership Plus Works Beneficiary applies for VR Services and with VR Counselor develops IEP Ticket is placed “in use” by VR. Beneficiary gets a job and after 90 days of employment VR closes case. VR Counselor explains to Beneficiary post employment services available from EN and value of assigning his Ticket. Beneficiary chooses EN to receive post employment services. EN and Beneficiary develop IWP. EN begins receive Ticket payments (Phase 2 or Outcomes) each month the Beneficiary works over SGA. VR receives Cost Reimbursement. EN eligible to receive Phase 2 and Outcome Payments.
What Type of Services can a ADEN provide to someone after State VR services?
Post-VR services from ADEN Benefits Planning and Work Incentive Guidance Support to stabilize job and adjust to changes on the job Advocacy and resources for accommodations Financial Wellness resources as personal situations change Assistance with action for career advancement Referral to community resources Share the ADEN Partnership Plus Flyer

When a Beneficiary assigns Ticket after successful VR case closure The customer can continue to receive: benefits planning and work incentive advisement and help address crisis related to potential overpayment employment supports to retain employment continued CDR protection The longer a customer stays employed over SGA: increases likelihood of Beneficiary going off benefits, which also helps the SSA rolls plays a role for VR to receive Cost Reimbursement plays a role for EN to receive outcome payments
Who Wins? Everyone! The Beneficiary: VR supported by the EN to: Is employed Is supported throughout the life of their Ticket to remain employed. VR supported by the EN to: Be in position to get Cost Reimbursement funding from SSA and successful case outcome, allowing agency to serve more folks. Help meeting the VR WIOA performance measures for sustained employment ADEN benefits from: Receiving a referral of a Ticket holder who is already placed on the job Receiving potential remaining Ticket payments if client remains employed over SGA.
