Knowledge: OPM3 Components Through the team’s research and brainstorming sessions, the team determined the following OPM3 components: Best Practices, Capabilities, Outcomes, and Key Performance Indicators, or KPIs. This structure is meant to create awareness at the organizational level of what to look for in ordinary tasks and know the difference between those tasks that are effective and efficient and those that aren’t.

Knowledge: Dependencies To ascertain the existence of a BP and, therefore, to assess the organization’s maturity accurately, an organization must understand the dependencies among and between Best Practices and Capabilities, a concept unique to OPM3. Breaking down each Best Practice into its aggregating capabilities and showing the dependencies among them reveal a sequence that permits a detailed, orderly assessment, and provides a basis for later decisions related to improvement. Where a Best Practice of interest is dependent upon another Best Practice, so must at least one of the aggregating capabilities of the dependent Best Practice relate or depend upon a capability of the other Best Practice. OPM3 provides details relating to all of the capabilities required for each Best Practice, including ones from other Best Practices
