802.21: Media Independent (MI) Services Feb 2009 doc.: IEEE 802 March 2009 802.21: Media Independent (MI) Services 802.21: MI Handover services 802.21a: Security for MI services 802.21b: Extensions for MI downlink only technologies 802.21c(?): MI emergency services 802.21d(?): MI power management for multi-RAT devices 802.21 is not just for handover anymore! 802.21 does MI information sharing for coordination of services across RAT boundaries. 802.21 architecture and defined interfaces are ideal for whitespace coexistence coordination and spectrum management. Between incumbents and unlicensed users (access to FCC dbase) Among unlicensed users: RAT, location, frequency, time info coordination Between 802 users and non-802 users: new interfaces may be added Zuniga/Kwak, InterDigital Zuniga/Kwak, InterDigital

802.21 Ideal for Media Independent Coexistence Work Feb 2009 doc.: IEEE 802 March 2009 802.21 Ideal for Media Independent Coexistence Work Has established relationships with 802.11 & 802.16. Has established relationship with IETF for higher layer and internet transport issues. While SCC41/1900.4 may be ideal approach for cell/3G systems, 802.21 is best suited to serve unlicensed technology users. 802.21 does not impose general architecture 802.21 does not depend on network or terminal "manager". 802.21 approach is based on media-specific messaging for specific purposes. 802.21 effectively coordinates information sharing between RATs. 802.21 media independent server can facilitate access to FCC dbase and can "register" unlicensed users by location for coexistence purposes. 802.21 media independent server ideal for coordinating quiet periods across RATs for sensing. 9 Zuniga/Kwak, InterDigital Page 9 Zuniga/Kwak, InterDigital
