CTF & UN Agencies/IOs/NGOs RFA –RFI Information Sharing RFA Database Initial Crisis Response period – 4 to 8 wks Database will be helpful during crisis Following the initial crisis period beyond 8 wks Database will be less helpful because capabilities will be built-up for IOs and NGOs and therefore less need for Military support. Day to Day prior deliberate planning Database can be use for broad planning for crisis response situations.

Major Insight gains Insights Actions It not about “who is in control” but rather “who has the capability to do something.” “Co-ordination is required “ vs “Trying to manage IOs/NGOs” should be the proper Military planning perspective. Exchange of key information and CONOPS (what organisation is responsible for what sector?) is the foundation Actions Developed a draft Information Sharing Matrix which addresses key co-ordination questions and information sharing items for the MNF SOP. Military Units should respect the roles and mission of IOs/NGOs in CTF planning and “work with” them to leverage their expertise and capabilities to achieve operational end state. The number one action that a CTF Commander can take to improve IOs/NGOs co-ordination is the deployment of liaison and planning team to major IOs/NGOs within Theatre.
