Electronic Reporting and Electronic Monitoring 20-24 April 2015, Noumea, New Caledonia

Presentation Outline E-Reporting Observers eTUNALOG for vessels E-Monitoring E-Reporting Officers SPC’s role Plan for 2015-2016

ER- Observers Trials in FSM and RMI using laptops with eTUBs Improved quality and timeliness of data integration into national and regional DBs Improved journal and trip report writing Since September 2013, PIRFO observers from FSM and RMI conducted on-board ER trials. A total of 18 trials were conducted on-board purse seine vessels. 6 FSM observers and 7 RMI observers were trained in using TUBs (MS ACCESS based application). A total of 18 trips have been conducted. 5 high performance laptops (3x i5 and 2x i7) were used. i5 laptops were fitted with Solid State Hard Drives, allowing for rapid processing and less subject to constant vibration on purse seine vessels. Journal and trip reports were written using MS Word, practical for rapid sharing between management staff. This also improved observer writing skills using grammar and spelling checks. On a trial basis, observers still completed their paper workbook. Data validation checks in TUBs allowed for greater quality data and rapid debriefing. Computer literacy is the key factor to successful ER trip, not observer longevity. TUBs data was successfully uploaded to national and regional observer database systems.

eTUNALOG – PS vessels Installed on 35 PS vessels since September 2013 Same layout as paper RPL Encodes data in XML format for easy upload into TUFMAN Gradually being replaced by iFIMS Although current users can still continue and submit data to fisheries authorities and SPC

eTUNALOG – LL vessels Trials since October 2014 on three NC longline vessels Trials starting on Cook Island longline vessels and RMI vessels First page: trip details and catch summary Regional expanded format Easy upload into TUFMAN

Vessel Electronic Monitoring Current trials in Solomon Islands and Fiji Future trials New Caledonia and Fiji Office observers trained to analyse video footage and produce data reports Final report on SI trials planned for June 2015

Screen shots the EM review software. The lower one shows the timeline at the bottom of the screen where every time a hook is hauled (either empty or with a fish on it) the observer records it.

More screen shots of the review software. When a fish is landed, a special note box is used to record the data specific to that fish. Hook number on which it was caught, species, condition when caught, condition when discarded (if it is discarded), fate code if retained, weight (generally this data is not recorded unless the vessel has a scale) and the length of the fish. The lower screen shots shows the use of a digital measuring tool which is being trialed. During the trials, an independent observer was on-board collecting standard data. The data obtained from the EM analysis will be compared with the on-board observer data, including the length measurments.

This diagram shows the regional data flow.

Electronic Reporting Officers (ERO) In Majuro, Pago Pago and Pohnpei Working at the fisheries authority coordinating ER and EM trials Bring support to vessels using E-Reporting Building capacity for observers to use E-Reporting Receive training and support from SPC and other ER/EM service providers Through funding from the ISSF, SPC in collaboration with national fisheries authorities in RMI, FSM and the Cook Islands provides funding, training and supervision for E-Reporting Officers whom assist with the coordination of ER (and EM where applicable) trials at the national level. Other member countries where EROs could be appointed include Solomon Islands and Fiji.

SPC’s role Mandated to provide technical assistance to its member countries in areas of scientific data and advice Provide E-Reporting products and support in response to member- countries requests Directed by member countries to participate/collaborate with ER and EM systems initiated by member countries

Proposed ER/EM initiatives for 2015 Expand trials of Longline eTUNALOG New trials of E-Monitoring (Solomon Is., Fiji, NC) Continued receipt of PS eTUNALOG data By the end of 2015, provide guidelines on “what a country will need to do to plan for ER and EM implementation” Further investigation/evaluation of alternative E-Monitoring products Technical advice to the WCFPC ER and EM Working Group (June 2015) Consideration of special ER trials, e.g. digital measuring of purse seine spill sampled fish using photographs

Take Home Messages E-Reporting and E-Monitoring are budding technologies in fisheries management (trials started in 2013) Improves data flow efficiency Industry and fisheries authority support essential SPC’s mandate is to bring support to member countries in these new fields No jobs at risk – capacity building of new skills Contact: SPC Regional E-Reporting Coordinator Malo Hosken maloh@spc.int
