EE&C Related Policies 2009-10 Policy Address Low carbon economy Reduce energy intensity of Hong Kong by at least 25% by 2030, with 2005 as baseline Reduce carbon emissions through use of clean fuel and improved energy efficiency Energy efficiency for buildings and products 3

Energy Efficiency of Buildings Mandatory implementation of Building Energy Codes Buildings Energy Efficiency Bill introduced into Legislative Council on 9 Dec 2009 for vetting Target completion of vetting: early 2011 Minimum energy efficiency standard for buildings Buildings account for 89% electricity consumption in Hong Kong For new buildings and existing buildings undergoing major retrofitting works 4

Energy Efficiency of Buildings Mandatory implementation of Building Energy Codes For new buildings, energy saving of 2.8 billion kWh achievable in first decade (i.e. carbon dioxide emission reduction by 1.96 million tonnes) Energy audit for common areas of commercial buildings and commercial portion of composite buildings once every 10 years 5

Energy Conservation and Use of Energy Efficient Products Mandatory Energy Efficiency Labelling Scheme Energy Efficiency (Labelling of Products) Ordinance (EELPO) Effective since 9 November 2009 Energy label for room air-conditioners, refrigerating appliances, & compact fluorescent lamps (1st Phase) Estimated electricity saving around 150 million kWh per year (i.e. reduce CO2 by around 105,000 tonnes a year) 9

Energy Conservation and Use of Energy Efficient Products Mandatory Energy Efficiency Labelling Scheme 2nd Phase MEELS to cover 2 more appliances by amendment to EELPO 1) Dehumidifiers and 2) washing machines Estimated additional electricity saving of around 25 million kWh per year (i.e. CO2 reduction by around 17,500 tonnes) Came into operation by 19 Mar 2010 (18 months grace period) 10
