What is the proposed assessment model? The model is built using the proposed structure for the Next Generation Science Assessments, which KY will be implementing in 2015-2016 for grades 3-8. The system is designed to deliver a balanced process of classroom, through course and summative assessments with the focus on instructional improvement and not to “get a score” A pilot group of districts will expand the model to all content areas in 2016-2017 Pilot group will also model alternate assessment structure for high school with multiple options including using the same science assessment structure

How does the KY model incorporate reciprocal accountability? Currently, Kentucky’s multiple measure accountability system includes the following: Next Generation Learners – 70% (Achievement, Gap, Growth, Graduation Rate, and College/Career Readiness) Next Generation Instructional Programs and Support – 20% Next Generation Professionals – 10%

How does the KY model incorporate reciprocal accountability? Changes being discussed for the pilot system include: Next Generation Learners – 70% (60%) (Achievement, Gap, Growth, Graduation Rate, and College/Career Readiness, Postsecondary Readiness/Success) Next Generation Instructional Programs and Support – 20% (10%) Next Generation Professionals – 10% Local Competencies – 20%

The Advantages and Remaining Questions Doesn’t require legislative or state board action because current assessments will still be given 3-8. High School will still have same content requirements for summative but assessment design may vary Creates an opportunity for customization of a section of the accountability system Provides better information at the local level about the quality of the school system Isn’t this more testing? How do we effectively communicating the “two systems” to local communities How will we ensure the validity of the local competencies?
