Overview: Status of the civil registration system: Estimated birth registration completeness for the most recent years Year: 53% 31/05/2019 Year: 45% % 31/05/2018 Estimated death registration completeness for the most recent year Year: ___% Estimated completeness for Births=Number of births registered within one year of occurrence/ Number of births estimated by most recent census*100 Estimated completeness for Deaths =Births=Number of deaths registered within one year of occurrence/ Number of births estimated by most recent census*100

Role of the health sector in supporting civil registration functions Yes we do have our support for the ministry of health but needs to be strengthen especially registration of birth registration in communities by health workers.

Record capture, storage and Archival Does your country operate a manual or electronic system of data capture and storage for civil registration functions? - Electronic System If electronic: Provide name of IT system in use: - RegisterVIZFour Are individual birth records linked to death records? (i.e. is the system person-based or event based?) - All Records are Linked to Birth Registration Do you use a unique identification number/code for civil registration records If yes, how is it generated, what is the structure of the number/code? - It’s a simple sequential number maintained by RegisterViz Four system. Is the code used by other government departments, if yes, which ones? - Electoral Office, presidents office, Customs and Passport Education

Use of civil registration data to confirm/ validate legal identity Do you share birth and death data collected through civil registration to other government departments ? Yes If so which government departments do you most regularly share data with? - Electoral Office, President office, Passport Education, Customs Is the data shared electronically or manually ? - Electronic Is data sharing regulated by legislation or any policy instrument? - Draft review of Civil status act cap 61 Please share any challenges/ relevant experiences surrounding the sharing of such data -Net working infustricture and development of applications to leverage the CRVS resources

Status and plans for implementation of a national ID system Please share your country’s status and plans for implementation of a national ID system Does your country have or are there plans for implementation of a national ID system? By 2024 the CRVS systems needs to be upgrade to start issuing National ID Create a unit under the department to look after the National ID card System All department must have view access only to the CRVS system MOIA priorities is to capture all registered voters before end f this year (Start issuing ID card this month from age 12 years and upwards) Which Ministry is leading its implementation? - Ministry of Internal Affairs (MOIA) Is the national ID system linked to the civil registration system (do birth and death records from civil registration flow into the national ID system)? Yes The national ID system is integral component of the CRVS system. Please share any relevant experiences/challenges associated with this theme - We are currently in the early stages of implantation, however the general public government agencies and commercial agencies have shown enthousasium …… eg Air vanuatu

Recent developments and/or plans Sharing of CRVS data to correct our electoral rolls Upgrade of CRVS system to issue National ID cards CRVS database will be tested and used for verifying voters during elections. Commencement of Legislation review to be debated in parliament by the November sitting. Revised the MOU between Health and education
