Most NAM concerns addressed Still need for state/tribe committee review of WRAP activities to ensure continuing support for all Western states and tribes The Air Managers Committee of the WRAP (AMC) evolved from the Northern Air Managers (NAM). NAM formed about 4 years ago to address the concerns of some states that the WRAP was so focused on 309 issues that 308 issues were being ignored Most of the original concerns of the NAM have been addresse The overall need for a watchdog that ensures WRAP is addressing the needs of regulators (state and tribal) remains. AMC represents all states and tribes, not just those from the northern states

State Caucus Coordinator The state caucus coordinator’s overall goal is: Ensure states have the tools they need to deliver approvable regional haze SIPs. To achieve this goal, the coordinator needs to: o Provide a link between air directors and their planning staff engaged in WRAP workgroups and forums. o Ensure that the views of caucus states are known to one another o Provide issue and policy analysis, not just note taking o Act as a watchdog, and advocate for the needs of caucus states o Identify new and emerging issues of interest to caucus states o Identify things that aren’t being addressed by the WRAP Overall Goal-Ensure states have tools to deliver approvable RH SIPs Link air directors & planning staff activities Ensure state views are known to each other Issue and policy analysis Advocate needs of states Identify emerging issues Identify needs not addressed by WRAP
Tribal Caucus Coordinator While my title is the Tribal Caucus Coordinator, perhaps the more appropriate phrase to use is “Tribal Advocate” within the WRAP; there are a number of responsibilities Tracking Issues, workplans, projects, deadlines and budgets within the WRAP Review workplans/project scopes Identify issues with particular relevance to tribes Policy and technical issues Conduct research and analysis Internal and external communications a. Keep the tribal caucus informed about the previous three items b. Work closely with the state caucus coordinator to foster a good relationship between the tribes and states Facilitate consensus decisionmaking Operational and policy issues Identify emerging air quality issues Not necessarily regional haze related Recruitment a. General, regional, forum focus b. Use of letters, phone calls c. Internal Roles, Responsibilities- AMC Co-chairs: Coordinate with other directors and air staff Coordinators: Work directly with AMC Co-chairs on matters concerning air directors and air staff WESTAR Exec. Dir.: Provide Administrative Supervision, Support of State Caucus Coordinator National Tribal Environmental Council-Administrative support, work directly with Coordinator on all other issues. Assign “other tasks, as required” Discuss roles of co-chairs, coordinator, and WESTAR director AMC co-chair will have primary responsibility to coordinate with other air directors The coordinator will work directly with the AMC co-chair on matters concerning the air directors – for example, caucus meetings and conference calls; priority setting. WESTAR director will provide administrative support and work directly with the coordinator on all other issues
