Searching and Organizing

Doing a Literature Review…

Here We Go… P1-Understanding the Problem P1a (Assessing Symptoms) We need to know what the discussion is P1b (Frame the Problem) P1c (Model the Problem) P2-Choosing and Explaining Goals and Constraints Multiple, conflicting, and vague Substantive v. instrumental goals Difference between policies and goals Start with abstract goals and concrete policies Efficiency, equity, human dignity, political feasibility, budget availability

And More… P3-Choosing a Solution Method Have to decide what goals are relevant

Solution Analysis An analysis cannot be competent unless it comprehensively reviews all of the alternatives in terms of all the goals. Every cell must have an entry!

Solution Analysis…Continued… S1-Choosing Impact Categories for Goals Make sure that your scorecard provides a place to record every valued impact predicted for your alternatives

Solution Analysis…Continued… S2-Specifying Policy Alternatives Existing proposals, implemented in other jurisdictions, generic solutions, custom-designed alternatives Avoid using dummy alternatives Don’t go into it having a favorite Avoid kitchen sink alternatives Be consistent with available resources S3-Predicting How Alternatives Will Do Predict all impacts Ranges are allowed Must be consistent

Solution Analysis…Continued… S4-Valuing Alternatives Holy Grail probably doesn’t exist Easily measured impact categories will be more heavily emphasized…must control for this! S5-Assessment and Presentation Different alternatives will do better at different goals Go, no go rule 3 questions What should client do? Why? How?

Next week… Read chs. 9, 10, 12 When reading 9…construct a goals/alternatives matrix. We will create one as a class next week using your ideas.
