Overview: Status of the civil registration system: Estimated birth registration completeness for the most recent years Year 2017: 42 % Year 2018: 56 % Estimated death registration completeness for the most recent year Year 2017 : 12 % Year 2018: 3.9 % Estimated completeness for Births=Number of births registered within one year of occurrence/ Number of births estimated by most recent census*100 Estimated completeness for Deaths =Births=Number of deaths registered within one year of occurrence/ Number of births estimated by most recent census*100

Role of the health sector in supporting civil registration functions Does the Ministry/Department of health support civil registration functions in your country? If so, please share your experience on how. Ministry of Health and Medical Services is the central actor in the health service provision in the Solomon Islands. It is the funder, regulator and provider of nearly all health services across the country 187 nurse aid posts, 102 rural health clinics, 38 area health centers, 9 provincial hospitals, and 1 national referral hospital About 90% of all births, 60% of deaths and a further 20% or 30% of causes of deaths are captured and reported through the health information monthly reporting system Plays a critical role in notifying birth, death and causes of death to Civil Registry Office.

Role of the health sector in supporting civil registration functions Improving birth registration coverage Strengthen ANC program Advocate the importance of naming a child at birth Ensure that parents prepare two names for the child before delivery Ensure parents or mother signed on the completed birth notification form Submit pink copies of BNs to CRO Distribute birth and death notifications forms to all health facilities

Role of the health sector in supporting civil registration functions Improving death notification With support from Bloomberg Data 4 Health Initiative, DFAT and WHO Trained doctors in how to correctly certify MCCOD Trained HIS and Medical record staff in ICD-10 coding Standardized death notification form (Doctors and Nurses) Print MCCOD forms and distribute to all hospitals Provide on-going refresher training for the doctors Conduct verbal autopsy on all community deaths Engage church ministers/pastors in the death reporting process

Record capture, storage and Archival Civil Registry uses an electronic database system to capture and store vital events. Promadis: Web based - can be used over a government network or internet, tablet or mobile device Runs on standard windows hardware using Microsoft SQL Server Server is Hosted by the ICTSU, Ministry of Finance & Treasury – Government data center with backup off site Do you use a unique identification number/code for civil registration records Birth/death registration number/code were computer generated uniquely

Use of civil registration data to confirm/validate legal identity Do you share birth and death data collected through civil registration to other government departments ? If so which government departments do you most regularly share data with? - HIS, MHMS Is the data shared electronically or manually ? - Electronically Is data sharing regulated by legislation or any policy instrument? - an MOU is been signed between MHA & MHMS Please share any challenges/relevant experiences surrounding the sharing of such data - incomplete forms - late submission of forms from provincial health facilities

Status and plans for implementation of a national ID system Please share your country’s status and plans for implementation of a national ID system Does your country have or are there plans for implementation of a national ID system? Initial discussion has taken place between World Bank and the Solomon Islands Government for the implementation of a national ID system Which Ministry is leading its implementation? probably ICTSU (MoFT) & CRO (MHA) Is the national ID system linked to the civil registration system (do birth and death records from civil registration flow into the national ID system)? No but it would be good to use it as a basis. Please share any relevant experiences/challenges associated with this theme
