Preconstruction Manuals Highway (HPCM) Aviation (APCM) Most folks probably call the Highway Preconstruction Manual the PCM. The new acronym is HPCM. This is done to differentiate it from the Aviation Preconstruction Manual. The APCM is relatively new – dates back to 2005. Some may have not seen it or printed a copy for themselves.

Exemptions, Waivers & Variances Split into three levels of significance (highest to lowest) Design Exception - An exception for controlling design criteria. Design Waiver - A waiver for non-controlling design criteria. All are documented in the DSR Procedures will be covered in Ch. 11
