Preconstruction Manuals Highway (HPCM) Aviation (APCM) Most folks probably call the Highway Preconstruction Manual the PCM. The new acronym is HPCM. This is done to differentiate it from the Aviation Preconstruction Manual. The APCM is relatively new – dates back to 2005. Some may have not seen it or printed a copy for themselves.

Chapter 4 Status Final Draft Complete - Feb. 15 Final Review (DOT & FHWA) - Feb. 18 – March 1 Collaborative Review & Editing - March 5-7 Chapter 4 Complete!!! March 15 Issue Chapter 4 - March 22 Revision Effective - April 1 (no joke!) I’m not going to cover each and every one of these, but will go over some of the more significant ones.

Chapter 11 Schedule 1100 – 1120 Intro and Elements of Design Editing in prep for 1st review - March – April, 2013 Review in Phases (similar to Ch. 4 review) – Begin in May (exact schedule TBD) 1100 – 1120 Intro and Elements of Design 1130 – 1150 Cross Sections and Urban Roads 1160 3(R) 1180 Pavement Design 1170-1190 Special Design Elements and D/W Standards I’m not going to cover each and every one of these, but will go over some of the more significant ones.

Exemptions, Waivers & Variances Split into three levels of significance (highest to lowest) Design Exception - An exception for controlling design criteria. Design Waiver - A waiver for non-controlling design criteria. All are documented in the DSR Procedures will be covered in Ch. 11
