Highlight – Progress for Civil registration National Identity Act, 2018 – Implementation early 2019 MOU was signed in 2008 and it was revised in 2019 CRVS Committee established and meeting regularly 2014 two officers are permanently working within main hospital ( South Tarawa) to capture births Increase number of births capture compared with past years/service is accessible where registration is made and issue birth certificate. Death registration within hospital was started in 17/06/19 where CRO officer tasks to collect such data. This year, all islands are provided with computers /laptop and e-database. I would like to acknowledged support of UNICEF.

Overview: Status of the civil registration system: Estimated birth registration completeness for the most recent years 2016: 92% 2017: 94% Estimated death registration completeness for the most recent year 2016: 88 % 2017: 86 % Estimated completeness for Births=Number of births registered within one year of occurrence/ Number of births estimated by most recent census*100 Estimated completeness for Deaths=Number of deaths registered within one year of occurrence/ Number of births estimated by most recent census*100

Role of the health sector in supporting civil registration functions Ministry of Health is the key stakeholder in CRVS committee Medical Assistant and clinic in Outer islands are responsible to fill out birth notification and report or advise parent for registration Work together with Health to reconcile numbers of births and deaths have collected- to ensure our data are match/consistent.

Use of civil registration data to confirm/ validate legal identity Do you share birth and death data collected through civil registration to other government departments ? - Yes Disseminate electronic data with officers working for Civil registration office in Outer islands Island clerk/ASWOs (Ministry of Internal Affairs & Ministry of Women, Youth, and sport) – Cap 5 (Civil registration law) Please share any challenges/relevant experiences surrounding the sharing of such data Need to update regularly Duplications of data – one person have two birth certificate, using different names and surnames which in fact known as one and same person.

Record capture, storage and Archival Does your country operate a manual or electronic system of data capture and storage for civil registration functions? Using paper based system and e-database (birth notification). Our records started from 1890’s until to date. We store all record in (bulk of files/shelves) external drives, CRVSNOW (store in the cloud) Some records are store in Archive office using microfilm from year 1890’s to 1991 and LDS Church (Family search) If electronic: Provide name of IT system in use: Access Are individual birth records linked to death records? (i.e. is the system person-based or event based?) Stand alone system/ not linking each other- was part of plan need to upgrade CRO database & using web-based system Do you use a unique identification number/code for civil registration records If yes, how is it generated, what is the structure of the number/code? Yes Is the code used by other government departments, if yes, which ones? No but it use on National identification card.

Status and plans for implementation of a national ID system Please share your country’s status and plans for implementation of a national ID system National identity Act was approved in 2018 It targeting Citizens who reached age of 18 to upward ( for election and passport, open account, job and more) free of charge – issued for the first time. Ministry of Justice- leading Ministry. Is the national ID system linked to the civil registration system (do birth and death records from civil registration flow into the national ID system)? Yes Please share any relevant experiences/challenges associated with this theme Collecting data/manpower – visiting ministries to collect data- National cards Verification – verification sometimes take time where people using different names /surnames in our system Duplication of data and change of names

Recent developments and/or plans Please share any of your recent developments or short-term plans towards the development of your CRVS systems Recruit more staff to focus on National identity card IT Person to be recruited to manage Civil registration system, ID card and computer system Training of personnel related with ID cards, management system Household survey – TRIAL in North Tarawa to capture unreported births and deaths, and late birth registration was done on the spot but need to be extend to other countries. Database need to be upgraded- linking data births, deaths and marriages Celebrate international identity day – to promote our services /awareness program in order everyone understand it important and values Software – to clean-up the duplication of data/ using manually using access, analysis use Data sharing system- on trial to other CRO officers in Outer islands
