Aligning Assessments for Continued Implementation of an Equitable Multi-Level System of Support Jill Kufalk Sarah Nelson kufalkj@wisconsinrticenter.org nelsons@wisconsinrticenter.org
Assessment Connection The content of this session connects to: TFI (Tiered Fidelity Inventory) SIR (School-wide Implementation Review)
Session Outcomes Participants will learn how to align their current self assessment data to the Key System Features of an Equitable Multi-Level System of Supports (E-MLSS) Participants will become empowered to continue their implementation of an E-MLSS
Goals Connect system implementation sub-scale data with the key features of an Equitable Multi-level System of Support Dig into school data through the lens of the system key features
Why measure System Key Feature implementation Why measure System Key Feature implementation? To connect the key features of an E-MLSS to your school’s overall continuous improvement process
Key Features of an Equitable Multi-Level Systems of Supports Handout Introduce and or review key features of an E-MLSS that includes both behavior or PBIS implementation and academic implementation. Explain that an E-MLSS is an organizing framework that supports implementation and sustainability of all the current practices and initiatives they are currently working on within their school. The framework not helps with the organization it also helps you identify strengths within your system to capitalize on, holes or gaps within your system to focus on and or initiatives or practices within your system that you can release or let go of – something we do not do to often and we need to do more of. Pass out one page handout with definitions- (handout) Ask; How many of you are familiar with this graphic? The key features? Do you currently use the key features as part of your schools continuous improvement process or work? Ask them to review definition and highlight key words within the definitions. (give 5 minutes) Bring them back in – Shout out some of the key phrases/words they pulled from within the definitions and connect it to the key feature with laser. Explain that we are going to take a look at what both the system assessment tools for behavior and academics measure in relationship with the key features of an overall system.
Lets start with the School-wide Implementation Review – (remind them about the purpose of the SIR) Ask how many schools have taken the SIR in the past? Of those schools how many of them have taken it annual? Understand how to use the data? Let’s look close at the subscales – for either reading or math Overall Universal – Selective and Intensive High Quality Instruction Universal High Quality Instruction S&I Balanced Assessment Universal Balanced Assessment S&I Collaboration Universal Collaboration Selective and Intensive Leadership and Organizational Structures Cultural Responsive Practices Family Engagement You already probably have made some explicit connections to the key features – just by the names of these subscales. The opportunity here is for you to and your leadership teams to realize that this assessment is helping you measure implementation of the key features.. Now lets make some connections to the key features in looking at the sub scales of this system assessment…
School-wide Implementation Review and Key Feature Alignment Examples High Quality Instruction Collaboration Balanced Assessment Leadership and Organizational Structures Family Engagement Culturally Responsive Practices Strong Universal Strategic Use of Data Systemic Implementation Equity Strong Shared Leadership Continuum of Supports Positive Culture Evidence Based Practices Continuum of Support Here are some examples of the connections between the “key features” and the subscales…So for example within your data you are scoring low in collaboration – you may turn to the E-MLSS document dig into these four subscales 1) collaboration, 2) strong shared leadership, 3) Positive culture, and 4) evidence based practices. Within the EMLSS document (towards the back) you will find the defining elements of each key feature. Give them time to turn to collaboration as an example. These defining elements help you uncover the evidence you may or may not have in place and help you plan for further implementation of that key feature. The data from that subscale lead you then to dig deeper into learning more around that key feature. Now that we have expanded your knowledge of this academic system assessment tool and its subscales (the SIR), lets look at the TFI or Tiered Fidelity Inventory.
Tiered Fidelity Inventory with Subscales Here is snapshot of the data report from the TFI – or the Tiered Fidelity Inventory. How many of your schools currently use the TFI annually? Plan from the data? We also can look at the subscales and do some simple aligning to the key features with the TFI just like the SIR: Subscales Include: Teams Interventions Evaluation Walk teams through making some connections using E-MLSS Handout
Tiered Fidelity Inventory When we look at the subscales of this data – it also breaks down the line items around each level or tier of support. We can isolate universal or tier 1, and continuum of support (including tiers one and two). With the TFI you will find that you do not have to complete every tier within the TFI (only the Tiers you are implementing).
Key Feature Alignment Examples TFI Subscales and Key Feature Alignment Examples Teams Implementation Evaluation Strong Shared Leadership High Quality Instruction Strategic Use of Data Systemic Implementation Collaboration Continuum of Supports Check to see if any of these example connections were made…(remember: these are just examples and are not limited to these connections)
Team Investigation What you will need to do some further investigation of your schools implementation of the key features of an E-MLSS: Handout of the Key System Features of an Equitable Multi-level System of Support (front and back) The back side of the handout is blank. It gives you space to jot down any of your findings as you make some of your connections. Access to your schools TFI and or SIR data and or dashboard to investigate subscale data. In the future (you many not have time today) If you dig deep enough within a key feature you may also want to pull up the line item data – to specifically identify what line items within the key feature you may want to attend to.
Team Time - Next Steps Identify the areas of alignment from your school’s implementation data. Where are strengths within your implementation data? Opportunities for growth through the lens of the key features? How can you continue to INFUSE and BUILD UNDERSTANDING of the Key System Features with your staff and your school? The remaining time of this session is yours to do further investigation and have conversation on how you can bring this necessary alignment work back to your building and or leadership. Read through next steps and ask for any clarification. Let them know that you will be circulating through the room and available for questions and TA. Bring them back in with 5 minutes remaining in the session.
Why measure System Key Feature implementation Why measure System Key Feature implementation? To connect the key features of an E-MLSS to your school’s overall continuous improvement process Remind them the why it is so important to do this work: This work supports overall E-MLSS implementation (allows you to look at multiple contents through a systems lens) and to sustain that implementation.
Do a whole group share-out of findings and share out Number 3 on previous slide… How can you continue to infuse and build understanding of the Key System Features with your staff and your school? Thank them for furthering their implementation of an E-MLSS as part of their continuous improvement. Invite them to reach out to any TAC in their region for further support and TA around this systems level work. How can this work support E-MLSS system implementation and sustainability?
