Tasks for TFRW #5 Discussion status regarding Pause function at the TFRW#5 The group requested that Japan should present at the next meeting more information, evidence and facts for the need of a “Pause function” not influencing the safety aspect of a reverse warning device. The Group pointed out that an equal level of safety has to be fixed inside this UN-Regulation, if requirements about Pause Switch would be included (e.g. camera-monitor system, which also will be steered by an existing trailer with/without camera-monitor system). What is necessary for the pause function to be usable: - The driver is ensured of the backward field of vision behind the vehicle, including when towing other vehicles. The backward field-of-vision device is operable; - The definition of the backward field-of-vision device is clearly given; - The reverse warning device automatically returns to the normal mode (when the gear is put into reverse again or when the ignition is turned on again).

Provisions of the Austrian Regulations of reverse alarm Changes by the 47th amendment to KDV - Pursuant to the 47th amendment to KDV (BGBL Part II No. 414/2001 published on November 30, 2001 (see Note 2)), the manufacturer shall allow a reverse warning device to be temporarily switched over to a silent mode of not less than 55dB (A) ± 3dB (A), while ensuring that it is automatically reactivated to the normal mode every time the ignition is turned on again. - Between 10:00 p.m. and 5:00 a.m., the reverse warning device may be switched off if it is ensured that it automatically switches on the flash light for alarm every time the gear is put into reverse again. - Notwithstanding the foregoing, the reverse warning device is not required when the vehicle is equipped with an alternative safety device, such as a video system, that allows the driver to directly check the space behind the vehicle (see Note 3). Note 2: Pursuant to the 47th amendment to KDV (BGBL Part II No. 414/2001), the following phrase was added to Article 18, paragraph 8 of the Act: “the reverse warning device shall be switchable to a silent mode of not less than 55dB (A) ± 3dB (A), while ensuring that it is automatically reactivated to the normal mode every time the ignition is turned on again. Between 10:00 p.m. and 5:00 a.m., the reverse warning device may be switched off if it is ensured that it automatically switches on the flash light for alarm every time the gear is put into reverse; provided, however, that the reverse warning device is not required when the vehicle is equipped with an alternative safety device, such as a video system, that allows the driver to directly check the space behind the vehicle. Note 3: This kind of video system shall be automatically activated when the gear is put into reverse. Further, if the video system is not one approved under the ECE regulation 49.02 or the EU directive 2003/97/EC, the system shall have the following features: - A 6-inch screen monitor; - A contrast ratio of 600:1 or above; - An active brightness control; - A TV resolution of 330 (H) x 350 (V); - A luminous sensitivity with sufficient backup light for the driver in operation.

Draft Proposed by TFRW #5 11. Definitions (Part II) [11.8. "Pause function" means a mechanism to halt temporarily the operation of a reverse warning device.] [14.3. Pause function The manufacturer may install a function for temporary deactivation of the reverse warning sound when the vehicle of category M2 (M>3500 kg), N2, M3 or N3 and O is equipped with rear camera or SONAR which complied with UN Regulation No. 46. Any other deactivation function, which does not satisfy the specification below, is prohibited. 14.3.1. The function shall be located so that it is operable by the driver in a normal seating position. 14.3.2. In the case when the pause function is activated, the suspension of reverse warning sound has to be clearly indicated to the driver. 14.3.3. The reverse warning device shall be reactivated to “Normal Level” when the vehicle is started upon each vehicle turn-off. 14.3.4. Owner’s manual information If a pause function is installed, the manufacturer shall provide the owner with information (e.g. in the owner’s manual) on its effect: "The pause function of the reverse warning sound device shall not be used unless for an obvious lack of necessity to emit sound for alert in the surrounding area and that it is certain that there are no pedestrians within the short distance."]

Proposed Changes for the Definition of the Pause Function Considering that the safety system used to temporarily replace the reverse warning device should be compatible with relevant UN regulations adopted based on the international discussion on driver’s field of vision for safety, we propose, regarding the requirements for the video system allowing the driver to check the space behind the vehicle, that the provision refers to the new UN regulation. 11. Definitions (Part II) [11.8. "Pause function" means a mechanism to halt temporarily the operation of a reverse warning device.] 14.3. Pause function The manufacturer may install a function to temporarily disable the reverse warning device when the vehicle of category M2 (M>3500 kg), N2, M3/N3, or O is equipped with a safety system, such as a video system or a sonar*, allowing the driver to check the space behind the vehicle, including when towing vehicles, and it is ensured that such safety system functions while reversing. Any other disabling function which does not satisfy the specifications below is prohibited: 14.3.1. The function (pause function) shall be located so that it is operable by the driver in a normal seating position. 14.3.2. In the case when the pause function is activated, the suspension of reverse warning sound has to be clearly indicated to the driver. 14.3.3. The reverse warning device shall be reactivated to “Normal Level” when the vehicle is started upon each vehicle turn-off.. 14.3.4. Further, the video system, etc. shall comply with ECE regulation xx.00 (Devices for Reversing Motion).
