Criteria for successful consolidation Confidential Criteria for successful consolidation A successful M2M standards consolidation should fulfill at least the following criterion. Key and influential verticals engaged; Balance; Cost effective; End to End; Fairness; Not overlapping the ongoing works in existing organizations such as ITU and 3GPPs; Easy access to meetings 3

Verticals Involvement Confidential Verticals Involvement Taking into account the application status, business scale and market perspective in the world, it is proposed to give a prior consideration to approaching the following key and influential vertical industries: Smart Grid; ITS; eHealth; 4

Technical Scope of M2M Consolidation Confidential Technical Scope of M2M Consolidation The Group shall have the responsibility to develop and maintain an end-to-end view for a globally interoperable framework to facilitate Machine-to-Machine (M2M) business, with attention to Service aspects, specifically: — To prepare, approve and maintain the necessary set of Technical Specifications and Technical Reports including: - Service aspects; - High level and detailed level service architecture; - Terminal/Module aspects - Specification of Application Programming Interfaces (API) to the M2M service components (management entities, application components including terminal/module, etc.); - Identification and naming of devices and applications in a service level domain; - Interoperability; - Test specifications in support of interoperability; - Information Models; - Security and Privacy aspects of M2M service; - Charging aspects of services — To consider the evolution of M2M — To facilitate dissemination and usage of the developed Technical Specifications and Technical Reports — To facilitate awareness of its activities and of solutions it develops 5

Why the M2M terminals/modules are important for M2M Consolidation Confidential Why the M2M terminals/modules are important for M2M Consolidation Market As per market forecasts, M2M terminals/modules have a huge market potential. The cost of M2M terminals/modules is very important to drive the M2M market; Solution M2M related terminals/modules providers could be developing ‘vertical specific’ M2M solutions. M2M related terminals/modules providers joining the M2M consolidation will benefit the M2M ecosystem Categorization It is very important to analyze M2M related terminal/module requirements for categorization. This will result in benefit to the whole M2M industry chain especially for the chipset, terminals/modules providers. Interface The interfaces of terminals/modules are very important for the integration and deployment of the M2M system and solution. 6

Suggestions on Terminals/Modules Issue Confidential Suggestions on Terminals/Modules Issue To consider inviting M2M related terminals/modules providers to join M2M consolidation. To set up a M2M related terminals/modules standardization group. To pay attention to the analysis of M2M related terminal/module requirements for categorization of M2M terminals. This will result in benefit to the whole M2M industry. To pay attention to the standardization of the interfaces of terminals/modules. 7

Secretariat of M2M Consolidation Confidential Secretariat of M2M Consolidation CCSA insists on the same opinion with that of last meeting, namely: A co-located secretariat will be more effective; Staff of secretariat could be provided by each SDO, which may facilitate SDOs’ involvement and reduce the cost of the M2M consolidation as well. 9
