School Capital Programme Update Michael Coleman Head of Education Property Example of need for façade works programme

Contents The issues we face Prioritisation How we deliver AMP works Future plans School vs. LA capital responsibilities

The Issues We Face Government funding lags further and further behind need:£2.4m annual funding. We spend £3.5m+ through the Asset Management Plan programme. More could always be spent if available… Victorian schools estate: ageing relatively well, but in need of TLC, hence the Façade Programme Basic Need: no further primary expansions planned, given change in pupil projections Need to resurvey the estate to plan strategically for immediate future: revenue costs are considerable but aiming for 2020 No obvious end to austerity…

Prioritisation Health and safety issues – major risks, such as materials falling from the façade Major issues that will cause school closure if not addressed: Boilers & heating distribution Roofs Structural issues Fire safety Etc.

How we deliver works Prioritise works on an annual basis Bid for funds from central Council funding Programme is delivered by the Local Education Partnership (Keith Winter & Alex Kaitsis) – they undertake procurement This model has been in place for 3 years and has performed better than the previous regime Non-AMP works are put out to tender, e.g. façade programme and managed in Education Property Team Previous incidents addressed individually, not as symptoms of a wider issue, either on that site or across the estate, so no systematic analysis of all susceptible sites

Future Plans Façade programme C has been procured Façade programmes D & E will be out to procurement soon Façade programme F to follow AMP works programmed for delivery this summer (in the main) City of London Academy Shoreditch Park is the one new school project in train – works commenced New Regent’s College will open on new site at Nile Street shortly (joining new Nightingale Primary at Tiger Way) Aim to complete new condition surveys in 2020

School vs. LA responsibilities As set out in Scheme for Financing Schools (Annex C) £6000 de minimus on value of works
