Health, Care & Wellbeing Research tells us that 50% of all mental illnesses are established by the age of 14 and 75% by the age of 24. Around 1 in 10 people under the age of 16 have a diagnosable mental disorder. This indicates the importance of early intervention and addressing the determinants of poor mental health and wellbeing.

Substance misuse There is strong evidence for the links between deprivation, social inequalities and substance misuse related harms. Substance misuse problems can often be complicated by social issues such as unemployment, indebtedness, homelessness or social isolation, which brings people into repeated contact with the criminal justice system.

Offenders Although the volume of young offenders is much smaller they are far more likely to re-offend. 18% of all offenders in Westminster and Kensington and Chelsea were aged 10 – 20. In the last ten years there has been a 60% reduction in resident offenders in Westminster and 31% in RBKC. Crime This data relates to crime occurring in the boroughs and not necessarily to residents or committed by residents of the boroughs. We do know that a significant volume of people come into the boroughs in particularly Westminster to commit crime.

Youth violence Youth violence statistics relate to the victim of a crime who is aged 19 or less. Across the Metropolitan Police Service offences were down by 1.9% over the last year, compared with a 1.3% increase in RBKC and a 19.8% increase in WCC. Of note there is considerable overlap between victims and offenders. Although most people are not victims of crime, those who are victimised consistently face the highest risk of being victimised again. 15 in 100 adults were victims of crime in the year ending December 2018. Knife crime Knife crime with injury victims 1 - 24 In the last year knife crime has increased by 52% in Westminster compared with a 1% increase across the Metropolitan Police Service (MPS). 20% of all knife crime in Westminster was with injury compared with 29% across the MPS. There were 199 knife with injury victims over the last year in Westminster, 90 were aged 1 – 24 the vast majority (88) were not linked to domestic abuse.

Knife crime In the last year knife crime has increased by 24% compared to the pervious year, with a total of 326 offences recorded. This compares to a 16% increase in Knife Crime with injury. The weekend of Notting Hill Carnival has a significant impact on the monthly volume of knife crime with seasonal peaks in August as a result. Knife crime with injury victims 1 - 24

Personal robbery Personal robbery offences are mainly committed by young men, offences in Westminster have increased by 53% in the last year, compared with a 7% increase across the MPS. 8% of all robberies across London are in Westminster.

Personal Robbery RBKC There has been a 7% increase in personal robbery offences in RBKC compared to the previous year. The ward of Brompton and Hans Town experiences the highest number of personal robbery offences in the borough.
