Democratizing Data: Getting Interactive Opioid Data Dashboards into the Hands of Wisconsinites Kate Rifken, Evaluation Specialist Lynne Cotter, Research Scientist June 2019

Introductions Name Where you’re from Your role How do you interact with data in your role? What is important information for your community in regards to opioid use and misuse? How do you use this data? (for example, for needs assessments or grant funding?) Name Where you’re from Your role This where we do online screen Q’s about who they are.

Overview Why opioids Sources of data about opioid use and social determinants of health Opioid dashboards

Increasing focus on opioids Grant spending Based on this trend line we can see that there is an issue in wisconsin. Increasing focus on opioids Grant spending Grant deliverables - dashboards Data from ‘live’ data sources may not match ‘frozen’ data files released by the Department of Health Services.

We’ve seen a dramatic increase in the past four years, with deaths increasing by almost 50% and hospitalizations over doubling. Data from ‘live’ data sources may not match ‘frozen’ data files released by the Department of Health Services.

National Opioid Data Sources National Institutes on Drug Abuse www.drugabuse.gov/opioid-summaries-by-state/wisconsin-opioid-summary Centers for Disease Control and Prevention www.cdc.gov/drugoverdose/data/statedeaths.html

Wisconsin Opioid Data Sources Wisconsin Interactive Statistics on Health (WISH) www.dhs.wisconsin.gov/wish/opioid/index.htm Monthly Overdose Reports www.dhs.wisconsin.gov/opioids/data-reports-studies.htm Epidemiological Profile on Alcohol and Other Drug Use www.dhs.wisconsin.gov/stats/aoda.htm Needs assessments WISH – interactive query Monthly overdose reports come out on the 28th. Show suspected cases Surveys gather information Poll everywhere

WISH www.dhs.wisconsin.gov/wish/opioid/index.htm There are many data sources available. We have provided a handout with the ones we use most frequently. a great website to know is the Wisconsin Interactive Statistics on Health, where you can do a web query to get data tables

Epidemiological Profile on Alcohol and Drug Use www.dhs.wisconsin.gov/publications/p4/p45718-16.pdf The epi profile shows information about alcohol consumption (use) and consequence (deaths, hospitalizations, arrests, traffic crashes and fatalities), and drug usage. This graph shows that the age-adjusted rate of all drug deaths have been increasing since about 2010 through 2015.

Social Determinants of Health There is other data that helps us understand some of the social causes of drug use. Places like the County Health Rankings show where counties fall compared to other counties. Crime – arrest data Poverty Mental Health County Health Rankings Environment Public Health Tracking www.healthypeople.gov/

Data Visualization Example To recap. You use data for (whatever they told us at the beginning) Promote informed decisions Find the full Chippewa County Report at: https://www.co.chippewa.wi.us/home/showdocument?id=20844 Every county goes through a regular needs assessment/community health assessment process using various different data elements. Most rely heavily on countyhealthrankings.org.

Example Limitation Outdated data sources 2016 Wisconsin Epidemiological Profile on Alcohol and Other Drug Use 2017 Chippewa County Community Health Survey They create their 2018 report based on data from 2013-2014 for policies to affect their citizens in 2019 or later.

Solution Provide data in an efficient and timely manner so that program and policy decisions can be made based on relevant data.

Data Dashboards Like the EPHT, we are moving to this interactive format where we can get data. Do live demonstration

Feedback What do you think? Use survey link <here> throughout the day. These dashboards will be available until June 13. The public launch will be in August.
