What is an ESInet? ESInet - Emergency Services IP Network The foundational platform upon which NG9-1-1 system can be built IP network connecting all PSAPs in an area or state Capable of delivering 9-1-1 calls to PSAPs in IP format

Why Are We Transition to NG? For all of the benefits mentioned earlier. Also, long-term capabilities: Deliver text-to-911 to every PSAP in the state via the same network as voice calls. Potential for handling pictures, video, medical data, automatic crash notification data, extended ALI data, and much more.

Why Are We Transition to NG? Also: To take advantage of the automatic re-routing of IP networks. The most practical reason? Because 9-1-1 networks cannot become an island of switch-based analog equipment in a sea of digital networks.

Development of the ESInet Tariff To offer 9-1-1 service in Colorado: Must become a certified as a Basic Emergency Service Provider. Must have on file at the Colorado Public Utilities Commission a BES Tariff. Pricing Terms of Service

Development of the ESInet Tariff July 2017: CenturyLink (the current BESP) files a tariff to provide ESInet services statewide. Fall 2017: CenturyLink begins negotiations with 9-1-1 stakeholders. Aug 2018: Settlement filed, along with revised proposed tariff Nov 2018: Hearing held.

Development of the ESInet Tariff Dec 2018: Settlement Approved by the Commission Jan 2019: Final tariff on file with the Commission

What Does It Mean to 911? The final approved tariff provides a schedule for every PSAP in the state to be migrated from the legacy 9-1-1 network to the ESInet. PSAPs can , but they will begin paying the new charges as of February 2021. It is CenturyLink’s intention to retire the old tariff rates.

What Does It Mean to 911? The pricing is higher than the legacy 911 tariff, but by how much depends on the PSAP. Pricing is based on maximum number of concurrent 9-1-1 sessions (calls) that the PSAP needs to handle at a time. CenturyLink will work with every PSAP to determine the appropriate number of concurrent sessions.

What Does It Mean to 911? PSAPs that do not have compatible equipment can still migrate to the new network. (You don’t have to upgrade your phone system until you’re ready!) Legacy PSAP Gateway - Acts as a gateway to convert phone calls from IP back to analog for PSAPs with legacy phone equipment.

What Does It Mean to 911? The ESInet is not full NG9-1-1, but it does have some new functionality from the start: Rule-based call routing Cybersecurity monitoring MIS (call data analysis tool)

What Does It Mean to 911? To get to a full NG9-1-1 network, additional capabilities and functionality must be added. An ESInet Users Group is being formed to help guide the future development of the network and to prioritize the addition of new features.

Pricing and Migration Schedule Non-recurring charge: $691.15 per concurrent session Project management charge: $83.54 per concurrent session per hour, maximum ten hours Monthly recurring charge: $752.22 per concurrent session

Pricing and Migration Schedule Non-recurring charge does not start until after the PSAP has migrated to the new network, or until February 2021, whichever is first. First PSAP scheduled for migration at the end of October 2019 Last PSAP scheduled for migration in October 2020

Bonus Slide The Colorado PUC is currently pursuing a grant to help each PSAP pay for their migration. Grant awards are expected be announced very soon.
