The Multiannual Financial Framework EUROPEAN NETWORK ON INDEPENDENT LIVING The Multiannual Financial Framework In May the European Commission proposed the new regulation for ESF plus to the Parliament and Council Art 6(2) …the transition from residential/institutional care to family and community-based care. This focus on the transition from residential to CBC is good and should be kept. Go for pilot PA projects instead of small groups homes
