Canada Gazette Directorate Recent Innovations RSS Feeds In April 2012, the Canada Gazette Directorate (CGD) launched RSS feeds for certain content published in the Canada Gazette, Part II. Currently, RSS feeds are available for the following nine categories: PART I - Department of the Environment - Department of Health - Department of Transport - Notices of Vacancy - Industry Canada — Appointments PART II - Department of the Environment (new) - Department of Health (new) - Department of Transport (new) - Department of Agriculture and Agri-Food (new) - Department of Finance (new) - Prime Minister (new) PART III - Enacted Legislation nvironment 2

Recent Innovations (cont.) Insertion Rates In June 2010, the Treasury Board Secretariat approved the Cost Recovery Framework for Public Works and Government Services Canada (PWGSC). Consequently, all cost recovery activities at PWGSC were reviewed. As a result, the insertion rates to publish in the Canada Gazette had to be updated. New insertion rates for the Canada Gazette came into effect on April 1st, 2012, following the development of a costing model. All costs associated with the production of Part I, Part II and Part III of the Canada Gazette were taken into consideration and the costing exercise gave the production cost for each Part. For example, it was determined that it is less expensive to produce Part II than Part I because of the level of editing required. Recent Innovations (cont.) Starting in April 2013, insertion rates will increase annually based on the consumer price index. For example, the consumer price index for 2011 was 2.8%. The CGD also changed the way it invoices its clients. The CGD no longer invoices based on the type of publication (regular edition, supplement or extra edition) and has standardized its rates based on the Part of the Canada Gazette and the client (departments, Crown corporations and private sector). Modernization Project The CGD is in the process of testing Adobe InDesign as its new production tool. The implementation of Adobe InDesign to produce Part II is scheduled for this fall. Following this, the CGD will proceed to implement Adobe InDesign to produce Part I and the indexes. 4

Deficit Reduction Action Plan In the context of Government Greening and increasing demand for electronic publications, the Canada Gazette will no longer be printed or distributed in hard copy format starting in 2014. In order to do so, the Statutory Instruments Act, the Statutory Instruments Regulations and the Canada Gazette Publication Order will be amended. While there has been a significant increase in the number of visits to the Canada Gazette Web site (almost 500,000 unique visits in 2010–11), the demand for printed copies of the Canada Gazette has declined substantially. For example, the number of private subscribers in 2012 is 223 compared to 1466 in 2007. This represents a decrease of about 85% in five years. As well, in accordance with section 13 of the Statutory Instruments Regulations, members of Parliament and Senators must receive a free printed copy of the Canada Gazette, Part II. However, although there are 413 members of Parliament and Senators, today only 109 (26%) of them request a printed copy. Canadians have instant and free access to the official PDF electronic version of the Canada Gazette on the day it is published on its Web site whereas those who receive the printed copy have to wait up to three days to receive it by mail.

Future Initiatives Within the next year, the CGD plans to create additional RSS feeds for other content published in the Canada Gazette, Part I and Part II, as well as for the extra editions, quarterly indexes and consolidated indexes of statutory instruments. The CGD is also looking to create a Canada Gazette “app” for mobile devices. To build this application, it must begin by consulting with its clients to determine which features they would like to see incorporated. The CGD is looking for ways to receive notices and insertion forms via a secure network. Currently, notices must be submitted on a USB key, CD or diskette and are delivered by hand by the clients. The CGD is looking to move the Canada Gazette Web site from its static HTML format to a semi-dynamic format. This would improve the CGD’s ability to more easily meet new government requirements, as well as adapt its Web site structure to better meet its own needs.

Publishing and Depository Services Directorate Deficit Reduction Action Plan (DRAP) Open Government Initiative Publishing and Depository Services (PDS) Future Plan

Deficit Reduction Action Plan (DRAP) Decisions As a result of decisions taken under the Government of Canada Deficit Reduction Action Plan (DRAP) PWGSC will close Publishing Program and Administration of Crown copyright, and will end the Depository Services Program distribution of publications in format by 2014. PDS have been instructed to operate on a “business as usual” basis until then. Consequences   Publishing: Other government departments (OGDs) will be required to take on additional responsibilities/expertise related to the commercialization, publishing, warehousing and distribution which PDS currently does on their behalf.

Crown Copyright and Licensing: Requesters will no longer have one single point of contact to go directly to but will be required to source OGDs for any assistance regarding copyright administration and licensing. Depository Services Programs: Once DSP’s distribution of tangible publications ceases in 2014, Depository Libraries will have to request paper copies of publications directly from the author departments. Publications Web site: with the cessation of ordering and distribution of tangible publications, there will be a major redesign of the Web site.   The Publishing and Depository Services Program will continue to provide these services with a reduced and less experienced staff.

Human Resources Impact 20 positions impacted on 49 and 16 FTEs affected   Government of Canada Print Publications As a result of the DRAP decisions, some government organizations have announced an intent to cease production of tangible publications in favour of exclusively electronic publishing (House of Commons, Senate, PWGSC, etc.) while others anticipate that production will be scaled back (HRSDC, Statistics Canada). Reduction or cessation of tangible publication production by other government organizations is likely to reduce the DSP’s distribution volumes well before 2014.

Open Government Initiative March 2011 — A government-wide initiative was launched in March 2011 to expand open government and enhance transparency and accountability to Canadians. This commitment to advance open government principles in the Government of Canada was reconfirmed in the June 2011 Speech from the Throne. At the federal level, open government is currently being pursued through three main streams of activity: — Open Information: Proactively releasing information on government activities on an ongoing basis, making it more accessible to Canadians and easier to find — sharing knowledge; — Open Data: Making raw data available in machine-readable formats to citizens, governments, not-for-profit and private sector organizations to leverage it in innovative ways — enabling value; and — Open Dialogue: Giving Canadians an opportunity for a two-way dialogue on government policies and priorities using Web 2.0 technologies — fostering engagement.

Open Government Initiative (cont.) September 2011 — On September 20, 2011, the Government of Canada officially signaled its intent to join the Open Government Partnership. The a letter of intent was signed during the 66th session of the United Nations General Assembly, in New York City, at an event co-hosted by United States President, Barack Obama, and Brazil President, Dilma Vana Rousseff. This new international initiative is led by governments, in collaboration with the private sector to promote transparency, accountability and citizen engagement. December 2011–January 2012 — Canada's Open Government online consultation took place from December 6, 2011, to January 16, 2012, with citizens, the private sector, civil society and government to support the planning and implementation of open-government activities.   April 2012 — Development of an action plan on open government (http://www.open.gc.ca/open-ouvert/ap-pa-eng.pdf)

Publishing and Depository Services (PDS) Future Plan Integrated Library System (ILS) For some time, PDS has been working to replace its current cataloguing application with an industry standard, MARC 21 based ILS. A decision has been taken to adopt Evergreen, an open source library system. Implementation is planned for April 2013. As a result, PDS will make MARC records for the Government of Canada (GC) electronic publications freely available through Z.39.50. Open Information Treasury Board Secretariat has approached PDS to implement, administer and manage the GC Virtual Library—conceptually a publicly accessible repository of GC published printed documents.
