State Code Considerations Each state needs to work with its Legislature to explore current code and determine if change is necessary There are a variety of issues that create code limitations around curriculum embedded performance assessment Instructional time Money

State Policy Revision Considerations Attention to detail makes all the difference in implementation Curriculum Policies Policy revisions must align to new Common Core Standards Instructional governance policies must be revised to address what is expected with benchmark/classroom assessments and, eventually, the new common core assessment

State Policy Revision Considerations Assessment Policies Policy revisions must address performance tasks via benchmark/classroom assessments Accountability Policies Policy revision should include other assessment besides reading and math One summative assessment should not be the sole indicator of accountability

Local Educational Agency (LEA) Buy-In One of the keys to transforming a system is stakeholder support The West Virginia Department of Education (WVDE) has utilized: Superintendent Forums Superintendent Conferences Student Forums Community/Parent Forums Principal Institutes and Teacher Academy WVDE website updates on all new initiatives

West Virginia and Global21: The Journey 2005 State Board of Education discussed the urgency for change Increased the rigor of the state content standards to include national and international rigor Increased the rigor of the state assessment to align with the new content standards 2006 Determined systematic approach necessary to implement West Virginia’s vision for 21st century learning called Global21 Reorganized staff to achieve greater focus Gathered input from educators through Voices from the Field Launched Principal Leadership Development Program Developed resources to support Global21 (Teach21 website) Sought national and international input on standards

West Virginia and Global21 2007 Began design process for comprehensive professional development Increased allocations from Legislature for Global21 Developed partnerships with community (educational and business stakeholders) 2008 - 2009 Continually revised standards Continually developed new assessment (WESTEST2) to include an online writing component and alignment to the higher levels of thinking of the new curriculum 2009 Administered WESTEST2

WVDE Current Efforts: Promoting Practice and Providing Support/Resources As a forerunner to the national work, WVDE has developed curriculum embedded performance tasks Tasks were developed by WVDE staff, teachers and vendors Current WVDE websites or tools that offer the Curriculum-Embedded Performance Tasks include: Teach21 Learn21 Acuity Writing Roadmap techSteps
